Dear Mr. Moore:
This office has reviewed the subject erosion and sedimentation control plan. We find the plan to
be acceptable and hereby issue this Letter of Approval with the following modification and comments:
1. A pre -construction conference is required for this project. Contact this office at least
48 hours in advance.
2. This approval does not supercede nor negate the need for any applicable development
permits or approvals (ie: planning, subdivision, floodplain, DOT, etc.).
Please be advised that Section 18-52 b. of the Rowan County Soil Erosion & Sedimentation
Ordinance (RCSESO) states that a copy of the approved Erosion Control Plan be on file at the job site.
Also, you should consider this letter as giving the Notice required by G.S. 113A-61(d) & Section 18.53 a.
of that same ordinance specifying our right of periodic inspection to insure compliance with the approved
plan. This plan approval shall expire three (3) years following the date of approval if no land -disturbing
activity has been undertaken, as is required by Title 15A NCAC 4B.0129.

Based on rules established by the North Carolina Department of Environmental Management
Land Resources (DEMLR) as of April 1, 2019, all new construction activities are required to complete
and submit an electronic Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under
the NCGO10000 Construction Stormwater General Permit. This form MUST be submitted prior to the
commencement of any land disturbing activity on the above mentioned project. The NOI form may be
accessed at deq.nc.gov/NCGOI. Please direct questions about the NOI form to Annette Lucas at
Annette.lucas(d,ncdenr.gov or Paul.clarkCai ncdenngov. After you submit a complete and correct NOI
form, a COC will be emailed to you within three business days. Initially, DEMLR will not charge a fee
for coverage under the NCGO1 permit. However, on or after May 1, 2019, a $100 fee will be charged
annually. This fee is to be sent to the DEMLR Stormwater Central Office staff in Raleigh.
Rowan County's Sedimentation Pollution Control Program is performance oriented, requiring
protection of the natural resources and adjoining properties. If, following the commencement of this
project, it is determined that the erosion and sedimentation control plan is inadequate to meet the
requirements of the Sedimentation Pollution Act of 1973 (North Carolina General Statute 113A-51 thru
66), which are set forth in the local ordinance, this office may require revisions to the plan and
implementation of the revisions to insure compliance with the Act.
Please note that this approval is based in part on the accuracy of the information provided in the
Financial Responsibility Form which you have provided. You are requested to file an amended form if
there is any change in the information included on the form.

Modifications pursuant to applicable North Carolina General Statutes and/or Regulations:
1. If concrete washout is to occur on site, utilize an approved catchment such as indicated in the
attachment and indicate location of device on the plan.
CONCRETE WASHOUT AREAS
I. Concrete washout will be collected and retained so that this caustic material does not
reach the soil surface and then migrate to surface waters or into the ground water. Any
form of concrete washout collection is acceptable, as long as it is effective.
2. A hay bale and plastic lining is shown in the figure above. The plastic lining should be
free of tears or holes that would allow the washout to escape.
3. Concrete washout areas will be inspected daily and after heavy rains to check for leaks.
4. Upon project completion, accumulated solid waste, including concrete waste and any
contaminated soils, must be removed from the site.
