Hey Dave and Todd,
It is such a joy to have the job of reviewing a plans that are true works of
art.... don't you agree? I would classify Henson's artwork as abstract at
best ..... maybe impressionism ...but definitely not realism.
Anyway, here are my comments:

They are proposing 1043 if of stream restoration for mitigation. Well, we
already know that they will not get credit for the downstream section
(off-site, different property owner). They cannot get adequate buffers or a
conservation easement. Do they plan to make up the difference with payment to
WRP? Has WRP agreed to accept their $? Even though the off-site section is
not going to count toward the mitigation, they still need to adequately
restore this channel, since they went in there and starting mucking around
without approval. They need to spell out how much linear feet of on-site
restoration they are hoping to get and how much mitigation will remain.
In reference to the buffer widths - no details are given, either in the
narrative or on the plans - I think you made mention of this.
No mention is made of the conservation easement. (Sara had asked me if we had
a "sample" easement or a copy of one from other project that we could send to
her to give her an idea of what a Conservation Easement entails .... do you have
something like that in the CO? I know I don't have anything here.)
No mention is made as to the length of the reference reach that was evaluated
- did they survey a sufficient length?
In appendix C, #27 Pool to Pool Spacing - 14 to 25 feet ----which is it? 14 or
25 feet? there is a big difference in 14 feet and 25 feet.
