Inspection Summary:
On Monday, May 1, 2017 a compliance inspection was conducted with Sarah Toppen, Robert Tankard and Scott Vinson
from WaRO. David Myers and Brad Arnold were present from the Town of Edenton.
The Town of Edenton is currently under an Special Order by Consent (SOC) and the NDAR shows that the application rates
are not being adhered to. An SOC was signed on April 24, 2017 because the spray irrigation fields have not been properly
maintained and show signs of surface runoff, ponding and vegetative crop issues.
Upstream and downstream monitoring points are required per the SOC if there is any discharge event. Attached to the
inspection report is a map with the sampling points and the form (MR -3) that shall be completed in the event of any
discharge.
Treatment: A de -gritting unit and an air scrubber unit (not currently in use) is listed in the current permit but ORC stated that
both units have been removed.
Record Keeping: A July 2016 spot check was conducted on NDMRs. The ORC stated that the pH is written on a dry erase
board and once entered into the NDMR it's erased. The recommendation made is to write pH in the operations log.
A GW -59A is a questionaire for the wells. Everytime you complete GW -59, a GW -59A should be attached. A GW -59A form
can be found on the NC DEQ Website.
End Use -Irrigation: We spoke to the ORC about spray irrigation times. Fields should be rotated every two hours.
MW -4 and MW -6 were observed tagged but the etching was no longer readable. Have tags redone so that the information
can be read. Both the wells were locked and appeared to be in good condition.
The ORC stated that Bionomics came out to check sludge levels at the lagoon November 2016.
The Town of Edenton is currently in non-compliance and under a SOC so that certain parameters can be rectified in the
current permit. The SOC schedule should be followed along with the current permit. If there are any questions let
Washington Regional Office know.

Comment: Chlorine disinfection system is a single feed system (two cylinders are hooked up and when one
is emptied the other comes online automatically). Open air roof top set up. The area was
observed neat and organized. Approximately 1500 lbs of chlorine onsite.

pH is written on a
dry erase board and once entered into the NDMR it's erased. The recommendation made is to
write pH in operations log.
GW -59 was spot checked for the month of November 2016 and a soils report was dated
September 22, 2016.
