Dear Mr. Keesler:
The PERCS Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit
(IUP) renewals submitted by the City of Monroe for the following Significant Industrial Users (SIUs). The
IUP renewals were received by the Division on June 3, 2019.

The review indicates, with the observation below, that the IUPs are adequate and the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f) (1) (iii) are met. A copy of the
Allocation Table maintained in the Division's computer has been updated accordingly.
IUP Transmittal Letter: It appears that none of the transmittal letters informed the SIUs of their rights to
adjudicate the IUPs. All future IUP submittals must inform the SIUs of their rights to an adjudicatory
hearing upon written request within 30 days following the receipt of IUPs. Please review Appendix 6-D of
the Comprehensive Guidance on PERCS website for suggested wordings.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant Industrial Users to the
POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
