Dear Ms. Gore;
I am employed as general counsel for Vannoy Construction, and JL Golf
Management which shares some of the same proprietors. JL Golf Management has
received your letter requesting Engineering Certification for Permit No. WQ0035031, a
copy of which I have attached for your convenience. I believe this sewer extension was
applied for when the golf course was owned for a time by a different owner; but the golf
course was re-acquired by my employers shortly thereafter, so I am trying to confirm that
this extension was actually constructed and I am going through old records to try to find the
original Engineering Certification. In the meantime, I have enclosed a copy of your Permit
Status Update Form to update our contact information, so please feel free to contact me if
you have any questions, suggestions, or comments... Thank you!

Dear Permittee:
Based on a review of our records,it appears that the Division of Water Resources(Division) has not yet
received a final engineering certification in accordance with 15A NCAC 02T.0116,as well as the standard
conditions,for the following Wastewater Collection System Extension Permit(s):
o Permit No.WQ0035031:Jefferson Landing 2010 Sewer Ext issued on 10/25/2010
If the permitted facility has been constructed and is in operation,a complete and final engineering
certification must be submitted as soon as possible in accordance with 15A NCAC 02T.0116. Please
note that if any portion of the facility has been constructed and is in operation,a certification must be
provided.A complete certification is one that includes a copy of the construction record drawings(plan
and profile views of all sewer lines),pump station design calculations(if applicable),and the certification
form as provided with the original permit. Please note that the Division may not acknowledge the
receipt of certifications, however,the status can be viewed at any time using our online Sewer Extension
Permit Tracker located on the PERCS Unit website.
If the permitted facility has not yet been constructed but shall be in the future or is currently under
construction but not yet in operation,or if the permittee desires to rescind the permit(s), please
complete and return the attached form.Should a permit rescission be requested,a letter from the
Division confirming the rescission shall be sent to the applicant.
Please provide your response within 30 days from the date of this letter.
Please be advised that failure to certify a non-discharge sewer extension permit appropriately in
accordance with the provisions of 15A NCAC 02T.0116 may result in enforcement action. Operating a
non-discharge system without a valid Wastewater Collection Permit may subject the responsible party
to a civil penalty of up to$10,000 per day.
Note:The current letter references information for permits generally issued from 2010 through 2015,
including any certifications received through March 2019.Additional follow-up letters will address older
