Nathan e-mail me about trying to reduce impacts at Site 24 by eliminating some drop
boxes and a headwall at the existing 24" pipe and newly bored 42" pipe outfall at Site
24. The plan was to add drop boxes at both pipes to eliminate a 4 ft perched situation
and to install a headwall. Since aquatic passage is not an issue at this site, I believe we
can just address the issue with rip rap in the blowhole and on the slope. However, after
digging into this a little more it turns out that this is not even a jurisdictional feature.
Below is an aerial of the site. Please note the house with the pool the outfall is beside
the house as shown on the attached permit drawing.

Please review the attached information and let me know if you agree with my
assessment and if you are ok with them just addressing the perched condition of the
apparent stormwater outfall with rip rap in lieu of installing drop boxes and a headwall.
