The plan was to add drop boxes at both pipes to eliminate a 4 ft perched situation and to install a headwall. Since aquatic passage is not an issue at this site, I believe we can just address the issue with rip rap in the blowhole and on the slope. However, after digging into this a little more it turns out that this is not even a jurisdictional feature. Below is an aerial of the site.
