A review of the Division’s paper and electronic files for NPDES MS4 permit number NCS000500 did not reveal any annual report submittals on file. As has been discussed at several of the Division’s MS4 trainings over the past year, this is not currently an unusual circumstance in NC. However, it is a program compliance deficiency that we will address via the new Stormwater Management Plan (SWMP) and permit that will be required following Ayden’s compliance audit. Templates for the new SWMP and baseline permit can be found in the Phase II MS4 Toolbox on the MS4 Permitting Program web page. Attached is a preliminary agenda for the audit. DEQ staff will review the Illicit Discharge Detection and Elimination, Post-Construction Runoff Control and Pollution Prevention & Good Housekeeping Programs. Please ensure that the meeting space will accommodate your relevant staff, as well as two DEQ staff members. You may also want to invite management personnel to the closing conference. Current staff has been unable to locate copies of any electronic reports (as required by the issued NPDES Permit). Please provide copies of any reporting documents that we may improve our files and be better equipped to submit compliance information as managing responsibilities transition to different personnel. Currently, Mr. Keith Murphy, the Town’s Electrical Superintendent, is serving in the capacity of Interim Public Works/Utilities Director while we are recruiting for a new Public Works/Utilities Director. The Town’s current Stormwater permitting requires developers/owners to submit plans and calculations to the Town. The Town does not have technical staffing to review design calculations and forwards submittals to a local engineering firm for review/recommendations. McDavid Associates, Inc. charges in accordance with their hourly rates. Fees are less than the small purchase threshold established by General Statute such that no procurement process is required for use of service. Stormwater is a significant issue within the Town of Ayden. The Town has aged infrastructure and failures over the past few years have placed the Town is a reactive position of repairing/replacing assets. The Town has made significant improvements to failed drainage assets, but has many more capital improvement needs related to drainage to address.
