8-13. (1) Greensboro is nearing its available water supply and has placed great priority
on securing water from the Piedmont Triad Regional Water Supply Project
(Randleman Dam and Water Plant Project). The current projection is that
water will be available from the project in 2002, which is reflected in 8-A,
above. This will provide ample water for the Greensboro area at that time,
with the ability to expand to up to 28 MGD on a phased basis, as the need
becomes more definite. In the near short tern (until Randleman is operating)
Greensboro will be operating above the 50-year safe yield of its supply. This
makes the City susceptible to droughts. In that event, water can be
purchased form the City of High Point, whose supply is considerably greater
than its annual demand.
In addition, Greensboro may negotiate for additional emergency backup for
other neighboring jurisdictions. However, given the expense of inter-ties and
the unlikely need for them in the short period of potential need (three years),
the City is electing to use demand management and conservation to assure
supply in the interim period.
(2) The City of Greensboro has had a comprehensive conservation program for
three years and has used this to keep demand nearly constant for two years
despite a growth in connections. In addition, the City is preparing to institute
conservation rates for residential and irrigation accounts (and increasing block
structure to discourage irrigation). This is anticipated to be instituted in the
winter of 98-99. The City may also begin altering the large volume declining
block structure to encourage greater conservation at industrial and large
commercial institutions.
(3) At this time additional restrictive measures, such as a moratorium on new
connections, are not demand necessary unless the Randleman Project is
delayed further, and in that case, if additional emergency supply cannot be
secured from other jurisdictions.

INTRODUCTION
The City of Greensboro Water Resources Department opened its Water Conservation Office in
October of 1994. The distribution system had experienced a failure that year during peak demand, and
some businesses were forced to close. The Department also expressed concern that consumption was
quickly approaching the safe yield of the reservoirs. City Council encouraged the start of a conservation
program.
The water conservation program is currently staffed with two people and it has a working
budget of $250,000. The effort primarily targets residential water users and it offers public education,
technical assistance and water-saving hardware as outlined below:
• PUBLIC EDUCATION
The general public appears to be unaware of Greensboro's water resource challenges. It
is also unaware that water inefficiency is commonplace. The goal of the Water Conservation
effort is to create an awareness of Greensboro's unique issues, and then encourage customers to
use the resource more efficiently by changing old hardware and correcting wasteful habits. This
1 is being accomplished through a variety of methods that include demonstration projects, news
releases, print advertising, radio talk shows and television commercials. The effort captured the
United States Environmental Protection Agency Region IV I" Place "Public Education" award
for 1997.
• HARDWARE DISTRIBUTION
High levels of customer participation have resulted in12,000 toilets and 7,000 shower
stalls being upgraded to water-saving status. The trade-in and rebate programs have ended, and
plans are now being made to increase participation through the distribution of free conservation
hardware. In conjunction with its early closing toilet flapper rebate, the program has also waged
a war on "running" toilets that waste up to 2 million gallons of Greensboro water daily. The
hardware effort captured the United States Environmental Protection Agency Region IV 1 st
Place "Case Study" award for 1996.
• TECHNICAL ASSISTANCE
The program offers training and technical assistance to commercial and residential
customers experiencing excess water use or demonstrating an interest in using water more
efficiently. Commercial properties are offered free hardware in exchange for the city's right to
publicize "before" and "after" findings. Three apartment demonstration projects participating in
the program cut water use by 25%, 35% and 40%. Hotels, colleges, businesses and numerous
residences have received technical assistance.
SUMMARY
' Water demand in the City of Greensboro has declined for the second straight year. Projected
demand for 1996 was 35.5 mgd, and customers used only 34.1 mgd. Projected demand for 1997 was 36
mgd, and customers used only 33.8 mgd. The customer base continues to grow, and no other reasons
' for declining demand other than conservation have been identified. Plans are underway for the
expansion of Greensboro's water conservation effort. Rev. B. June 30.1998
