To Whom It May Concern:

Geological Resources, Inc. (GRI), on behalf of Patel Zebulon Properties LLC, is conducting an
environmental assessment at the above referenced property located in Zebulon, Wake County, North
Carolina. The assessment activities are being conducted at the direction of the North Carolina
Department of Environmental Quality (NCDEQ) in accordance with the NCDEQ’s March 22, 2019 Notice
of Regulatory Requirements (NORR). It is our understanding that you are the owner of the property
identified as parcel identification number 2705350624 in the Wake County GIS website. In order to
complete the assessment, GRI, in conjunction with NCDEQ, has determined that it is necessary to install
one (1) ground water monitoring well and collect soil and ground water samples from the boring on
your property in order to assess the petroleum contamination identified at the property. The well will
be installed by a drill rig and licensed NC Drilling Contractor. Please note, at the request of NCDEQ, a
Right to Enter Agreement is needed in order to complete this scope of work.

A Right to Enter Agreement for Conducting Subsurface Investigations has been enclosed for your review.
In addition, a copy of the NCDEQ NORR letter, a site map showing the proposed monitoring well
locations and a Wake County Tax Map showing the location of your property has also been attached. At
your earliest possible convenience, please sign the agreement and return it to me via e-mail. In
addition, please complete the highlighted areas on the NCDEQ “Application for Permit to Construct a
Monitoring or Recovery Well System”. GRI will attempt to minimize any inconvenience that the
activities may cause.
