In accordance with 40 C.F.R. § 122 and any state counterpart thereof, 1, Douglas J.
Collison, Vice President of Operations & Engineering, North America Oilseeds Business
Units and Officer of Cargill Incorporated ("Cargill") do hereby authorize the position of
Facility Manager of the Cargill Facility ("the facility") located on 1754 River Road,
Fayetteville, North Carolina to sign all reports and other information requested by the
Director or by the Director's state, county, or city counterpart, pursuant to the facility's
NPDES NCO023957 and permit #2003CC, as amended or reissued. This position has
responsibility for the overall operation of the Facility's wastewater and stormwater
treatment and discharge. This position is also responsible for overseeing policy and
capital investments that have the potential to affect the Facility's environmental
compliance. This delegation supercedes all prior delegations and shall remain in effect
until replaced with a new delegation of authority.
