REGAN Secretary LINDA CULPEPPER Director Mr. Bryce Fleming NC Division of Parks and Recreation 6254 Satterwhite Point Road Henderson, NC 27537 Dear Mr. Fleming, NORTH CAROLINA Environmental Quality June 17, 2019 Subject: Permit No. NCO089583 Hibernia Recreation Area #1 WWTP National Pollutant Discharge System Vance County On June 3, 2019, staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section (WQROS), inspected the subject National Pollutant Discharge treatment and disposal system. The purpose of the visit was to conduct a compliance inspection. I wish to thank Christopher Curl and John Abbott for their assistance. On the day of the inspection all of the National Pollutant Discharge treatment and disposal system equipment appeared to be well maintained. The following items were observed: 1. Tanks were opened, the liquid appeared to be grayish in color. 2. The chlorinator and dechlor tubes were full. The park had plenty of chlorine and dechlor tablets on site. 3. The sand filter is underground, the area was mowed and there were no signs of surfacing. Additional items of concern: Permit NCO089583 issued April 22, 2016 page 13 of 18. Section A. Construction, paragraph a, which states "The permittee shall not commence construction of waste water treatment facilities, nor add to the plant's treatment capacity, nor change the treatment process(es) utilized at the treatment plant unless (1) the Division has issued an Authorization to Construct (AtC) permit..." After a review of our files, an application was not on file and the AtC was not issued for the modification.
