The following is offered on behalf of Lisa Kirby and The City of Greenville in response to
the Notice of Deficiency and Notices of Violation referenced above regarding the
permitted treatment system (NPDES Permit No. NC0089770) maintained and sampled by
CATLIN Engineers and Scientists (specifically, Theodore James Triantafillopoulos, Water
Pollution Control System Operators Certification Commission PC-1007106). We believe
the deficiencies and violations are related to highly turbid construction dewatering influent
and not dissolved compound concentrations. In an effort to reduce effluent discharge
turbidity without effecting construction activities and/or methods, two (2) Krystil Klear
L8830 bag filters (0.5-micron nominal) in parallel have been added to the treatment
system. Additionally, the two (2) (each with 10,000 Ibs of granular activated carbon) eight
foot diameter Liquid PhaseCarbon Adsorbers PC 50 tanks/vessels have been replaced
with new carbon vessels (of the same type and contents).
The new components are in place near the intersection of East 5th Street and Reade
Circle/Street in Uptown Greenville. As discussed during the June 7th phone call from your
office, myself and Mr. Triantafillopoulos (Operator In Charge) will be on site Tuesday June
18th to meet with you and Mr. Robert Tankard. We intend collect weekly discharge
samples during your visit.
