Please refer to Section 111.2. of the general permit requiring a representative Standard Soil Fertility Analysis to be conducted on each field receiving animal waste in accordance with NCGS 143-215.10C€(6). Parameters include; Total Nitrogen(TKN), Ammonia (NH3), Nitrate(NO3), Zinc(Zn) Copper(Cu), and Total Phosphorous(P). While your permit states you are required to take soil samples of each application field at least annually(according to a permit issued in 2011), in 2014 that requirement was modified to every 3 years. There are a few options here since you have already taken your 2016 soil sample. If the lab hasn't discarded the sample already, you may request them to re -analyze for the missing parameters, or another sample may be taken to count for the 2016 year. Also, if you have any sample results from 2014 or 2015 that include the missing parameters, that would exclude you from needing one for 2016 and you wouldn't be due again until 2017/2018, respectively. Technically, without those parameters having results the inspection reflects noncompliance with permit conditions and could result in a notice of deficiency. Please submit the requested information, and feel free to make use of the North Carolina Department of Agriculture, as their service is free of charge for permittees. A copy of the signed permit was mailed to Mr. Pardue yesterday.. However, you will need to include the corrections, you had sent me last week, into the package that Mr. Pardue will keep at the farm. He is required to keep most updated certified animal waste managemnent plan on site all the time. Example of the items that were updated during this review porcess were completed animal waste management plan certification and updated cropping windows. Joshi with the North carolina Division of Water Quality in Raleigh. I am currently reviewing an application for Individual cattle Permit for the Pardue Farms in Wilkes county. I need a few clarifications in order to continue with the review and issuance of this permit: 1. Animal numbers: The permit application is for 420 beef stocker calves whereas Nutrient Management Plan (NMP) is based on 840 beef stocker animals. Please clarify what should the permitted capacity be and make necessary changes to match these numbers. 2. The PAN calculations in the NMP show 4840 lbs Max. Available PAN for Year 1 and 6684 lbs for Year 2? Year 1 shows deficit while Year 2 shows surplus of PAN? However, the plan is written for Year 1 only. Also, it is unclear how these PAN amounts were arrived at. Please provide a short narrative to help explain these calculations. 3. Please specify the amount of time (% of the year) the animals remain confined , if any. 4. Certification Form: An Animal Waste Management Plan Certification (Certification) is required for all farms for permitting.
