Yes, I concur. You guys will have to keep a close eye on the volume. Also, let him know as well. Also, let him know that he may have to get an agreement with the third party haulers/applicators and, maybe, have the haulers register with us as manure haulers. Manure hauler registration does not have fees associated with it but they are required to follow certain rules including record -keeping. Lots of questions this morning JR. We just completed an inspection of this facility and noted the following tons of manure and paunch material per year: 12 months starting with April 2016 = 1,112 tons Last 12 months = 1,096 tons Permit says they are allowed approximately 250 head of cattle per day and 1,100 tons of paunch and manure per year. They are under their # of allowable cattle but are skirting the limits of the solid waste. I'm thinking of letting it go another year since the permit was just issued then check again next year. Would you concur? For the last 9-10 years all waste has been transferred to another farm(s). I've attached the permit application so Craig will see what it looks like. Thanks for your assistance. Have them fill out this application and include a summary statement as to how they dispose of the waste and whether they still have the fields listed on the permit available. Yes, they did submit a plan in 2002. They can attest that nothing has changed. I will include that plan with this package then. 2. 1 still have a couple of incomplete/waiting packages form WSRO. Cole-Gaige Farm sent a waste plan with expanded numbers but no application or request to do so. I email Leigh Calloway with the blank application. But nothing is here yet. 3. 1 have a waste structure plan from Sam Bingham for the Shady Grove Farm ( 99-12) expansion but no application or waste plan yet. I have been waiting for this for a long time... 4. 1 guess you already are working with Miressa on the garland McCollum Farm. I think the consensus at the time of the site visit you, Christine, and I did was to have them pay back fees before we could consider the zero animal permit ? I am trying to assist Linda but we (WSRO) do not have a copy of their original application or the CAWMP. However, the fields, PAN, etc. are listed in their permit. Did they even have an initial waste plan? All waste is hauled off by a permitted dairy from Chatham County but Randolph Packing does maintain some fields in case they would need to apply. Since there has been no changes since their initial permit request in August 2011 what do you suggest? Thanks for your assistance. Ms. Rosebrock wanted to know if there was a problem with the facility using the incinerator. After going back and forth with Mr. Craig Hamlet over the last few months, it has been determined by Jalal Adouli and I, that there is no problems with the facility using the incinerator. As per 2D .1208, the facility is not subject to operational standards in this regulation since all toxic air pollutants from the incinerator are less than the levels listed in 2Q .0711. It appears that the facility is not required to have an air quality permit. It should be noted that the facility is however subject to emission standards for particulate matter, 2D .0521, 2D .0516, and 2D .1806. Test data from the stack test performed by the manufacturer on this type incinerator indicates that the incinerator meets the emission standards for particulate matter in 2D .1208. I visited the facility in November of 2012 and saw just a small amount of smoke coming out of the incinerator stack (less than 20% opacity), indicating compliance with 2D .0521. Also during that visit, I did not smell any odors past the property boundary, indicating compliance with 2D .1806. Since the facility uses No. 2 fuel oil, compliance with 2D .0516 is expected. Attached to this memo is a copy of the e-mail from Ms. Rosebrock concerning Randolph Packing, information on the incinerator, and stack test data conducted on this type incinerator by the manufacturer. As I am sure you know through your discussions with Patrick Mitchell of the Winston-Salem office, our company does not actually apply solids to our permitted fields, but rather we send all our material out weekly to Mr. Neil Lindley in Chatham County. We have had this arrangement with Mr. Lindley for a few years now, but we would like to keep open the option of applying the solids on our fields, if we so choose. Randolph Packing Co., Inc. is a federally inspected beef slaughter facility located in the city limits of Asheboro since 1947. Our operation is one shift and we process approximately 250 head of cattle per day 5 days per week. -Inside the plant, the -stomach contents are emptied in our tripe room. This material, which is mostly partially digested hay, is conveyed onto a shaker screen to remove water, and is then conveyed onto the trailer. We estimate that this paunch manure, which is much less nutrient -dense than barn manure, makes up about 75% by volume of the mixture in the trailer. The other 25% or so is the manure from the bam pens. This manure is "dry -scraped" daily and is piled up under roof in a comer of the bam. It is then scooped and dumped into the trailer just before the truck leaves, heading to the Lindley Farm. I would also like to state that since we use the dry -scrape method, hardly any manure enters the barn gutters. If it does, it is removed manually with a shovel. From there, any dirty water in the gutters flows to our plant and is mixed into the effluent, which is ultimately treated by the City of Asheboro Wastewater Plant. Absolutely no manure or dirty bam water makes it onto our parking lot or property. Our company appreciates the cooperation shown to us by Patrick Mitchell in identifying the deficiencies in our operation. It is our intention to correct these deficiencies promptly and then remain in full compliance with your agency. I would like to respectfully request that the permitted amount of material generated and hauled away be increasedto 1,100 tons per year and that the requirement for monitoring reports be changed to annual rather than monthly. The type of permit in colon would be a call from the approving agency (DENR) and not FSIS and/or us. Also, based on what the plant may be doing as written, may not be. a violation of FSIS/NC State present polices or regulations and would therefore not be a problem to the FSIS Inspector —in-Charge at this location. The plant would be expected to follow the approved DENR permit as written and if not then the FSIS Inspector should report this to the approving officials of the permit.. I also believe that permit must be renewed but not sure if it is each year or every 5 years or something else. We have had one of the TA plants with a similar problem several years ago and we contacted the DENR office and they sent several officers to the plant which resulted in issuing a new permit. I talked with Buster Towell this afternoon and told him that there was a chance of disease transmission, though "mad cow" was pretty far down on the list of even possibilities, but that there were permits issued regarding the disposition of offal that are probably being violated, though it sounds like it is stomach contents and not the actual stomach that is being tossed into the manure that is being removed and being applied to fields in Chatham County. There is another twist on this in that the dairy where the manure (and contents) are being applied has just qualified as an official (USDA?) organic dairy and there is not telling what might or might not be in the stomach contents as far as any antibiotics. Randolph Packing has a permit with the Division of Water Quality and the Permit No. is WQ0017837. Neil Lindley says that he is getting 40 loads per year of "paunch" and is applying material on his fields. He states that it equals to about 960 tons per year which includes both the scraped manure and I assume, the paunch. Thanks for your time and input on this one. This is for a cattle packing and processing facility(slaughter house). Permit allows land application of dry manure from cattle held on site awaiting processing. Our recent inspection showed that the permit is not being used and the material is going off -site to an animal facility for land application. This permit specifically excludes blood waste, stomach water and wash down water from land application. Bones, blood, organs, etc. go to a rendering facility. Runoff from the site is going to a municipal wastewater treatment facility. Do any of you have anything similar? If so, what are the monitoring /reporting requirement if any? There have to be numerous processing facilities across the State. I believe that we originally permitted the manure disposal as the facility did not meet the definition of an animal feeding operation. In the initial complaint investigation, they were land applying both manure and blood waste without a permit. I think that there was a surface water violation initially from runoff. The facility doesn't seem to meet the definition of a residual; does meet the definition of 'residue from agricultural products and processing'. We are questioning their current handling of the stomach contents. Do you know why stomach content would be handled differently? The existing permit used the term 'stomach water' in the exclusion of land application. If stomach water is handled separately from other stomach contents, is there any reason not to include the stomach content with the manure disposal? Sorry for the disgusting conversation on a Friday.
