The project will consist of removing and replacing the existing concrete ramps, removing three existing fixed piers and installing one floating dock. Approximately 290 square feet of the maneuvering area will be converted to pervious grass to offset the proposed impervious area required to install ADA compliant parking and walkways. Maintenance dredging will remove 42 cubic yards of material resulting from power loading boats on trailers. The parking area will remain the same with minimal grading on the access roads to tie with the repaired ramp and ADA parking. Only water dependent structures will be within the Tar-Pamlico Buffer. Page 11 of 11 PCN Form - Version 1.3 December 10, 2008 Version Greenville BAA Variations from General Permit Conditions August 2009 The proposed project complies with all conditions of the USACE General Permit # 197800125 excluding the two exceptions noted below: 1. The proposed ramp extends 28.6' waterward of the NWL which exceeds the 20' maximum stated in Special Conditions b. of the general permit. This length is dictated by the ramp slope of 14% and a 4' water depth at the toe of the ramp. The design slope of 14% is the optimal slope for launching boats. For most vehicle and trailer combinations the boat floats off the trailer while the rear wheels, usually the drive wheels, remain out of the water. The design slope can range from 12% - 15%; however, increasing the slope to a maximum of 15% would still result in a ramp extending 267 beyond the NWL. The 4' design depth at the toe of the ramp is a minimum to ensure larger vessels can launch during times of low water. Given the recent water levels any reduction in the depth of water on the ramp would result in a loss of ramp functionality. Additionally, the increased ramp length minimizes the sediment movement caused by the power loading of boats. 2. The proposed dock is 8' wide which exceeds the 6' maximum width stated in Special Conditions c. iii. Special Condition c., iii does allow wider docks "to improve public access". The proposed 8' dock is for public access and will service 2 launch ramps. It is agreed that the Lessee shall develop the leased premises into a public boating access area, and shall have the right to do any and all things consistent with this purpose, including but not limited to the construc- tion of any improvements deemed necessary by the Lessee. 4. Upon termination of this lease, or upon cancellation as herein provided, Lessee shall have the right and privilege, for up to six (6) months following such termination or cancellation, to remove any improvements placed upon the leased premises by Lessee, said removal to be at Lessee's sole expense. Provided, however, that Lessee shall have no obligation to remove any such improvements nor to make any restoration of the leased premises. 5.
