Dear Ms. Jones and Ms. Higgins,
The attached Pre -Construction Notification (PCN) modification is being submitted on behalf of
The Biltmore Company represented by Mr. Parker Andes. The project site is a +/- 2,485 acre
parcel with a physical address of 1 Lodge Street, Asheville, North Carolina (35.56685, -
82.546343). The applicant was issued a Nationwide Permit 13 on May 17, 2019 for bank
stabilization in four locations on the French Broad river and three locations on the Swannanoa
River to prevent loss of property and for an emergency portage location for recreational water
craft on the French Broad River. Approval of a 401 Water Quality Certification (GC 4134) was
issued on February 8, 2019. It will be necessary to cross the Swannanoa River in order to access
one of the permitted bank stabilization sites (Impact S9). The applicant is requesting a
modification to the permit to include a new impact consisting of 30' of temporary stream bank
impacts and construction access (Impact S 11) for the addition of a new access point from the
right bank of the Swannanoa River. A revised plan sheet indicating the location of the proposed
stream crossing is included in Attachment A (Sheet 8 of 12).

Regional Office, Ms. Andrea Leslie of the NC Wildlife Resources Commission and Mr. Byron
Hamstead of the US Fish and Wildlife Service.
