Salisbury Street (9th Floor-Archdale Bldg) Room 942-B Raleigh, North Carolina 27604 Reference: Engineering Alternative Analysis NPDES Permit Application No. NC 0089656 1515 South Tyron Street Charlotte, North Carolina ECS Project 49-1836A Dear Mr. Denard: ECS Carolina, LLP (ECS), on behalf of DC Charlotte Plaza LLP, is requesting a NPDES permit be issued for water generated from dewatering wells which will be used during construction of a multi-story office building and sub-grade parking garage. During construction of the sub-grade structure, water generated from the dewatering wells will be collected and treated by a temporary treatment system. Once the sub-grade structure, including the sub-slab dewatering system is completed, the collection, treatment, and discharge of water will be shifted to a permanent treatment system. BACKGROUND INFORMATION The site consists of twelve parcels located between Camden Road, South Tryon Street, and West Park Avenue in Charlotte, Mecklenburg County, North Carolina and is addressed as 1515 South Tryon Street. ECS previously conducted a Phase I Environmental Site Assessment (ECS Project No. 08-10875-A, dated August 25, 2015) for the site. ECS identified the following recognized environmental conditions (RECs) with respect to the subject site. • The presence of a monitoring well associated with the former Clawson Radiator Brownfields listing located on the site. • The auto repair facilities, potential dry cleaning facilities, chemical laboratories, and photo finishing facilities identified during the historical information review as being formerly located on the site. • Multiple facilities identified in the EDR Radius Map Report in the vicinity of the site. Based on the proximity to the site and/or the direction of groundwater flow inferred from surface topography, ECS considered the following facilities and/or properties discussed in the Environmental Records Review section to be RECs of the site: Kee Auto Top Manufacturing Co. (1538 South Tryon Street), Beaty Bros Service Station (1541 South Tryon Street), Light Rail (1511 Camden Road), Miller Service, (100 East Park Avenue, H H Service Station (1600 Camden Road), 1600 Camden Road (1600 Camden Road), Fowler Building (1447 South Tryon Street), Charlotte Coal Gas Plant No. 2 (South Boulevard), Engineering Alternative Analysis NPDES Permit Application 1515 South Tryon Street Charlotte, North Carolina ECS Project 49-1836A December 1, 2016 2 BCD Development Property, LLC (1611 South Tryon Street), and Delores Sheets Residence (1612 South Tryon Street). • Several auto repair facilities, filling stations, photo finishing facilities, manufacturers, sheet metal shops, and other commercial and/or retail businesses identified during the historical information review as being currently and/or historically located on surrounding properties. ECS conducted a soil and groundwater assessment (ECS Project No. 08-10875-B dated September 9, 2015) to assess the identified RECs on the site. Based on the results of the soil and groundwater assessment, ECS concluded the following: • Groundwater was encountered at an approximate depth of 15 feet below the ground surface. • Laboratory analysis of groundwater samples B-1 GW, B-2 GW, and S-1 GW detected targeted analytes at concentrations that exceeded the North Carolina 2L Groundwater Quality Standards (NC2LGWQS). • If dewatering is required during site development, management of impacted groundwater will be necessary. PROJECT DESCRIPTION The project consists of the construction of a 12-story multi-use building and associated parking garage. Two levels of the parking garage will be below the existing grade and will be excavated to an approximate depth of 20 to 30 feet. The base of the garage will extend approximately seven feet below the water table. Because the bottom of the excavation will extend below the water table, a groundwater dewatering system will need to be installed prior to excavation and construction of the subgrade garage. Initially, a dewatering system consisting of thirty-four recovery wells will be placed around the excavation. Pumps will be installed in the wells and connected to a 20,000 gallon frac tank. Water from the frac tank will be pumped to a temporary, trailer-mounted treatment system consisting of two 2,000-pound activated carbon tanks. The treatment system will also have a have a bag filter, flow totalizer, and sample port. A schematic of the temporary treatment system is attached. The treated water will be discharged to the storm drain located on the northern side of the site along South Tryon Street. The storm drain discharges to an unidentified tributary to Irwin Creek which is located in the Sugar Creek Watershed. The construction stage of the project is estimated as one to two years to complete. Initially the groundwater removed by the dewatering wells will be treated by the “temporary system”. This will continue until the sub-slab dewatering system is complete. Once complete, the temporary system will be shut off simultaneous with the permanent system being turned on. The permanent system will consist of a sub-slab dewater watering drainage system which will drain into two sumps. Figures showing the sub-slab dewatering system are attached. Pumps in the sumps will pump water to the permanent treatment system consisting of four 1,000-pound activated carbon tanks. The treatment system will also have a have a bag filter, flow totalizer, and sample port. A schematic of the permanent treatment system and piping is attached. Stewart ECS Carolinas, LLP 4811 Koger Boulevard Greensboro, North Carolina 27407 336-856-7150 Jstewart1@ecslimited.com ENGINEERING ALTERNATIVE ANALYSIS Evaluation of potential restrictions to a wastewater discharge to surface waters For streams in western Mecklenburg County, low-flow characteristics published by the USGS are provided in two reports: (1) The first is a statewide report completed in the early 1990's. It is USGS Water-Supply Paper 2403, "Low-flow characteristics of streams in North Carolina" (Giese and Mason, 1993). An online version of the report is available at http://pubs.usgs.gov/wsp/2403/report.pdf. The report provides the low-flow characteristics (based on data through 1988) via regional relations and at-site values for sites with drainage basins between 1 and 400 square miles and not considered or known to be affected by regulation and/or diversions. (2) The second is a statewide report published in March 2015. It is USGS Scientific Investigations Report 2015-5001, "Low-flow characteristics and flow-duration statistics for selected USGS continuous-record stream gaging stations in North Carolina through 2012" (Weaver, 2015). The report is available online at http://pubs.usgs.gov/sir/2015/5001/. The report provides updated low-flow characteristics and flow-duration statistics for 266 active (as of 2012 water year) and discontinued stream gages across the state where a minimum of 10 climatic years discharge records were available for flow analyses. Engineering Alternative Analysis NPDES Permit Application 1515 South Tryon Street Charlotte, North Carolina ECS Project 49-1836A December 1, 2016 4 Based on these two reports and the drainage area, the USGS proved the following information. Drainage area – 26.4 square miles Summer and winter 7Q10 - 3.9 cubic feet per second (cfs) 30Q2 flow statistics - 8.6 cfs W7Q10 low-flow yield is 6.2 cfs, Qavg unit flow yield is 34 cfs Irwin Creek is a Class C waterway located in the Sugar Creek Watershed. Therefore, there are no restrictions on watershed development or types of discharges. A review of the Catawba River Basinwide Water Quality Plan dated September 2004 and prepared by Dave Toms with the NC Department of Environmental Quality, Division of Water Quality – Planning does not list any NPDES permitting strategies that limit wastewater discharges to particular streams within the basin. Irwin Creek is on the 303(d) list as an impaired waterway. There is a total maximum daily limit (TMDL) for fecal coliform of 8.4 x 1012 cfu/100 ml. Based on the project description and site contaminants, it is not anticipated that any fecal coliform will be discharged into the storm sewer. Endangered species are not present in the proposed discharge location. Non-Municipal Flow Projections Based on hydraulic conductivity tests and dewatering programs, it is estimated the dewatering systems will generate a flow of up to 75 gallon per minute or 0.108 million gallons per day (mgd). A similar system ECS is monitoring in downtown Charlotte has an average monthly flow of 0.0103 mgd. Therefore it is ECS’s opinion that once the groundwater system equilibrates, the estimated flow will drop. Evaluation of technologically feasible alternatives Alternative A - Connection to an Existing Wastewater Treatment System Charlotte-Mecklenburg Utilities is responsible for the sanitary sewer system for the subject site. The City has told ECS that they do not accept groundwater discharges to the sanitary sewer. An email from Charlotte-Mecklenburg Utilities stating such is attached. Alternative B - Land Application Land application is an infeasible alternative in downtown Charlotte based on land constraints within the city and with the understanding that the project will encompass the entire block. Alternative C - Infiltration Galleries An infiltration gallery is not feasible for the same reasons as stated above; in addition, the only place an infiltration gallery could be placed would be in the sub-grade parking garage, which has a base elevation below the water table. Obtaining offsite property to install the infiltration would be infeasible. Engineering Alternative Analysis NPDES Permit Application 1515 South Tryon Street Charlotte, North Carolina ECS Project 49-1836A December 1, 2016 5 Alternative D - In-Situ Groundwater Remediation Wells In-situ groundwater remediation wells would not be a feasible alternative for this site because the site is being dewatered and additional water would only add to the system. Obtaining offsite property to install the infiltration would be infeasible. Alternative E - Closed-Loop Groundwater Remediation Wells In-situ groundwater remediation wells would not be a feasible alternative for this site because the site is being dewatered and additional water would only add to the system. Alternative F - Direct Discharge to Surface Waters Direct discharge to the surface water is feasible for this site. A copy of a letter from the City of Charlotte allowing the use of their stormwater system is attached. Storm sewers are located in the vicinity of the site. The discharge to the storm drain will not create a hazardous condition and the water will not generate oxygen consuming conditions. A schematic of the proposed treatment system (both temporary and permanent) are attached along with a list of the components and their estimated cost (Clean Harbors Proposal). Alternative F, direct discharge to surface waters is the most viable option at this time. If you have any questions or comments, please do not hesitate to contact the undersigned. Local Governmental Form The Local Governmental Form was sent via FedEX to both the Charlotte Mayor’s and Mecklenburg County Manager’s offices. The form was accepted on November 18, 2016. As of December 1, 2016, the Mayor’s office not responded and the County Manger’s office indicated that they do not have jurisdiction over the project. Clean Harbors is regularly engaged in providing, operating, and maintaining systems to treat contaminated groundwater and keep water discharged to sanitary sewers within NDPES and local permit limitations. The project includes two phases. The first phase will be the rental of water treatment equipment to treat water produced in dewatering operations during construction. The second phase will be the sale and installation of a permanent treatment system to treat groundwater produced by the under-slab drainage system indefinitely. Analytical shows the water to be contaminated with low levels of the following compounds:  1,1-Dichloroethane  1,1-Dichloroethylene  1,2-Dichloroethane  Chloroform  Tetrachloroethylene  Trichloroethylene Clean Harbors’ approach in both phases will be to use a combination of textile and media filters to remove both suspended solids and dissolved organics from the groundwater. I. System Description Equipment rental will consist of trailer-mounted, mobile equipment capable of treating water at a flow rate of 75 gallons per minute (gpm). Equipment will be provided with a preliminary supply of filter bags and the initial load of media. Clean Harbors staff will deliver the equipment to the site, make connections to contractor-supplied sump pumps, test operation, and instruct Holder staff on monitoring and bag filter change-outs. The cost for this phase includes the provision of O&M manual and field staff training. The equipment will include, at a minimum:  PTS-80 Mobile Treatment Unit with multi-bag filter housing, lead and lag 2,000# Carbon vessels “People and Technology Creating a Better Environment”  4,000# Granular Activated Carbon for contaminant removal and initial supply of 100 filter bags  3” and 4” hose, pipe, fittings, and flowmeter to allow connection to submersible pumps, vessel bypass, backflush, and discharge to outfall, and metering capabilities.  Analogue instrumentation for determining backflush and bag change events. Pricing includes personnel, travel, per diems, materials, equipment, and supplies needed to provide the treatment system described above. The total mobilization, setup, rental, media, demobilization, and media disposal costs for a six-month rental term would be $34,118. Phase One Pricing 1. Temporary System Mobilization (LS) $6,564 2. This would include the services of two field technicians to mobilize to the facility from a North Carolina branch, vacuum spent media from vessels, replace media, demobilize, and dispose of spent media. II. Assumptions Kindly be aware, this proposal rests on the following assumptions:  The treatment system is designed to remove constituents on the analytical provided to Clean Harbors. Removal of other contaminants not on this analytical report is not included in this proposal, and may involve revised system design and additional costs.  Submersible pumps installed in the sump (by others) will be sufficient to send water through the treatment system to the outfall in the sanitary sewer. Additional pumps for transfer/boosting are not provided.  The suspended solids produced by dewatering are expected to be largely removed by the grit chamber and oil-water separator (provided by others), and that TSS will be <20ppm at the influent to the treatment system. If TSS is higher, additional equipment not included in this quote, may be required.  Clean Harbors will not provide hose or pipe to connect to outfall that is greater than 200’ from treatment system.  The general contractor will construct the outfall structure into the sanitary sewer.  Discharge permits, sampling, and reporting, if required, to be provided by Holder or third party.  The treatment system is priced with 100 bag filters each. If more are required during the course of system operation, they can be supplied by Clean Harbors (shipping included) for $6.50/ea.  Charges for media disposal assume that the material is profiled as non-hazardous. “People and Technology Creating a Better Environment” All work will be performed in accordance with the terms and conditions outlined by a Master Service Agreement between Clean Harbors and Holder Construction Group, LLC.
