The North Carolina Division of Water Resources conducted an inspection of the Clay County Water &
Sewer District on 5/20/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCSD0246.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Inspector Mikal Willmer, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the Clay
County Water and Sewer District's Deemed Collection System. This inspection was conducted to determine if any changes
have occurred since the previous inspection and to determine if the system is being operated and maintained in compliance
with the "deemed" collection system Rules 15NCAC 02T.0403.
Overall the system appears to be operated and maintained in compliance with 02T.0403. Since the last inspection, a
quick -connect has been added to the Riverglen lift station. District staff are going to begin requesting all commercial grease
trap owners submit pump records for tracking.
The following recommendation was noted at the time of the inspection.
Standby Power: It is hgihly recommended, at a minimum, an additional generator be purchased for the collection system.
Currently there is one generator to service the Lift Stations and the WWTP. Accessibility during severe weather is of a
concern at the highest flow lift station (Riverside). A permanent generator at the Riverside location is still recommended due
to accessibility.
A copy of the "deemed" collection system rules, 15NCAC 02T.0403, is attached for your records.

This is a deemed permitted system. Flows are currently under 0.2 MGD. The Sanitary District does not have a
formal grease trap ordinance, but does attempt to inspect commercial grease traps routinely. Facility staff
report some customers submit haul tickets, but not all. The District is looking to request all commercial
facilities with grease traps submit their haul tickets for tracking purposes.
