Gillikin JUL 25 7�1J PO Box 533 DENR•LAND QUALITY Beaufort, NC 28516 STORMWATER PERMITTING Subject: Sampling Results and Notice of Deficiency Requirements NPDES General Stormwater Permit NCG190000 Certificate of Coverage NCG190089 Gillikin Marine Railways Carteret County Dear Mr Gillikin: On July 6, 2018, staff from the Wilmington Regional Office of the Division of Energy, Mineral and Land Resources (DEMLR), received a fax providing results for a recent sampling event for the business known as Gillikin Marine Railways located in Carteret County, North Carolina. The site drains to the Newport River, which is currently classified as Class SA HQW Waters in the White Oak River Basin. The following observations were noted of the sampling results and required response to the Notice of Deficiency dated March 26, 2018: 1. You are directed to respond to this letter in writing within 30 calendar days of receipt of this Notice. Your response should be sent to this office at the letterhead address and include a schedule for compliance with the permit. This office has not received a formal response to the Notice. 2. Develop and implement a Stormwater Pollution Prevention Plan (SPPP). Submit copy of the SPPP to this office for review with 30 calendar days of receipt of the Notice. Include all required minimum elements. 3. Implement the required sampling protocol as outlined in the permit. Sampling data must be submitted by mail on the official form. All parameters must be sampled. The sample results submitted neglected to report: Total Rainfall, Total Suspended Solids, Oil and Grease, and Lead. The form also includes two certifications that must be signed. 4. Qualitative Sampling must also be performed. Thank you for your attention to this matter. This office requires that the violations as described above be properly resolved. Unresolved violations may lead to the issuance of a Notice of Violation and/or assessments of civil penalties. Please be advised that violations of the \PDES Stormwater General Permit may be subject to a civil penalty assessment of up to $25,000.00 per day for each violation.
