Cana Road for approximately 3 miles to Angell Road and turn right. Farm is approximately 1.5 miles on the left. Farm is located in the Dutchman Creek watershed which is a part of the Yadkin River Basin. GENERAL The closed dairy is located in the Cana community of Davie County. The dairy was closed in 1996. The waste storage pond was constructed in September, 1987 for 150 dairy cows. The waste storage pond was excavated. All spoil material was removed from site. The farm has not received a notice of violation from DWQ. VOLUME TO BE REMOVED The WSP measures 132' x 32' inside bottom dimensions with depth average of 11' and top dimension 180' x 80' (.33 ac.) The WSP liquids have evaporated. Approximatley 2' (235 cu. yds or 200 tons) of solids remain in wsp that will be removed using track hoe and box manure spreader. Lazy A Farm has received two estimates from contractors that are capable of removing solids and land applying waste. NOTE: NRCS or SWCD personnel must be onsite while waste storage pond is being closed for them to certify the proper closure of the structure. SPECIFICATIONS: All solids will be removed with a track hoe. The solids will be removed to a depth as determined at the site by technical specialist (approximately 0.5' - 2.0') and 3" to 4" of clay soil will be removed. The solids will be applied (spread with box type spreader) not to exceed the hydraulic loading capacity of the soil and not to exceed crop nitrogen requirements. Once waste storage pond is declared "clean", there are three options for closing the pond. A pipe can be installed, using no steeper than 1.5:1 side slopes, backflled with compacted clay, all disturbed areas -vegetated to meet all requirements of NRCS Standard 378 for Ponds. Or the dam can be taken down, the pool area filled in and area seeded to permanent vegetation. A third option would be to breach the dam using 3:1 sideslopes and all disturbed area vegetated. The waste storage pond was excavated and spoil was removed from site during construction. It is not feasible to breech dam by notching . The cut material to be removed for the outlet would exceed the soil fill material needed to fill waste storage pond. Approximately 4,000 cubic yards of soil will be hauled in to fill pond. Closure of this operation must be done without any runoff of waste water. Do not land apply while raining or when ground is saturated. Avoid applying prior to predicted rain. It is against the law to allow a discharge into the surface waters of the state. All disturbed areas will be vegetated according to NRCS Standards. Seeding rates: 2 tons lime/acre 1000 Ibs 10-10-10/acre or equivalent 60 Ibs fescue/acre 1 bushel/acre small grain 75% ground cover with small grain mulch All pipes feeding into waste storage pond will be removed prior to certification. i LAND APPLICATION OF WASTE The waste storage pond will be emptied and closed between February and April 2001. The waste solids will be applied to cropland (soybeans). The application rate will not exceed 80 pounds of nitrogen per acre. This rate of application would require 21 ac of soybeans to properly apply the waste solids. Waste will be applied with box type manure spreader.. A 25 ft. buffer will be left around field. In order to meet this directive, a representative of DENR has recently evaluated the inactive lagoon(s) and/or storage pond(s) on your property. Inactive lagoons and storage ponds were defined by the Statute as structures which were previously used to store animal waste but have not received waste for at least one year. The information collected on your property is contained in the attached field data sheets. Using this field data, staff ranked your inactive waste structures as high, medium or low according to its potential risk for polluting surface and/or groundwater. These include taking appropriate actions to eliminate current discharges, prevent future discharges and to insure the stability of their structures. Staff of the Division of Water Quality will be in contact with owners of all inactive structures that have been determined to pose a serious environmental risk, based on its ranking and/or additional field data collected by the Department. All liquids and waste removed from these structures must be land applied at a rate not to exceed the agronomic needs of the receiving crops. Any major modifications made to the dike walls or structure must be done in accordance with current standards and under the direction of a technical specialist designated for structural design. Your local Soil and Water Conservation District is an excellent source for information and guidance related to proper waste application practices, structure operation and maintenance, and other related animal waste management standards and/or requirements. Nothing in this letter should be taken as removing from you the responsibility and liability for any past or future discharges from your lagoon(s) and/or storage pond(s) or for any violations of surface water or groundwater quality standards.
