GENERAL INFORMATION This waste storage pond was constructed on a 300 head feeder to finish swine farm in 1975, without assistance from the Natural Resource Conservation Service or the Davidson Soil & Water Conservation District. This facility was closed in 1995 after the production of swine ceased. The landowner has no plans to restock this operation. This farm is rated on DWQ's Inactive Lagoon Potential Risk Rating as a medium potential. The facility has not received a Notice of Violation from the Division of Water Quality. Mr. Loflin intends to manage the site as a fresh water pond after closure. No breaching of the dam is planned at this time. General recommendations will be provided to the landowner concerning management and maintenance of the dam and emergency spillway. No principal spillway exists in the structure. In the event that the dam is to be breached, all disturbed areas are to be seeded with the following materials and amounts. Page 2 Tall Fescue seed 60 lbs. per acre 2 tons lime per acre 1,0001bs. 10-10-10 per acre 60 — 80 bales of straw per acre Volume_to be removed The storage pond is 192 feet long' and 142 feet wide measured at normal liquid level. The total depth is estimated to be 5 feet from bottom to normal liquid level. Sludge depth accounts for 1 foot of the total depth. The total volume of liquids and sludge to be removed is 899,747 gallons, or 120,287 cubic feet (refer to NC-ENG-40). LAND APPLICATION OE WASTE The waste storage pond will be closed in the fall of 2001. The effluent will be land applied to nearby cropland fields that will be planted to small grain. The soil type for the application site is Georgeville, (GeB). The maximum application rate for this soil type is 0.40 in/hr. bare soil. The maximum Nitrogen rate for wheat is 134 pounds of plant available nitrogen (PAN) for a Georgeville soil type. The NCDA waste analysis report describes the waste as containing 3.4 lbs. of PAN. 32.0 acres are available for an application site, (see plan map). Applying waste to the entire 32.0 acres uniformly will result in applying a total of 28,117 gallons per acre, or 1.0 inches/acre. This application rate will supply 96 lbs. of the 1341bs. of nitrogen that is needed for wheat. SPECIFICATIONS A breach of the storage pond (if structure is breached) will be completed in accordance with the standards and specifications outlined in the Closure of Abandoned Waste Storage Facility, Section IV of the NRCS Field Office Tech. Guide. The waste storage pond will be agitated with a PTO driven chopper pump for sufficient time to create a slurry from the sludge. At least two agitation locations will be required. Waste will be applied in a manner not to exceed the hydraulic loading capacity of the soil and not to exceed the crop nitrogen requirements as outlined above. Side slopes will be washed down during pumping. After the waste pond is completely pumped, fresh water will be added and reagitated and pumped again. All sludge will be removed that is reasonable and practical based on visual inspection by the certifying technician. Equipment such as a skid steer or track loader may be required to remove sludge that is not feasible to remove with pump. Page 3 The technical specialist will make this determination shortly before time of closure. The liquid level is subject to change depending on rainfall conditions. All disturbed areas are to be seeded and mulched according to the attached specifications once all sludge and liquid waste has been removed. Closure of this operation must be done without any runoff of the effluent. Do not land apply while it is raining or when ground is saturated. Avoid applying prior to predicted rainfall. All disturbed areas will be vegetated according to NRCS standards and specifications, rates are attached. Loflin; During the 1999 session, the North Carolina General Assembly passed a law directing the North Carolina Department of Environment of Natural Resources (DENR) to develop an inventory and ranking of all inactive lagoons and storage ponds in the State. In order to meet this directive, a representative of DENR has recently evaluated the inactive lagoon(s) and/or storage pond(s) on your property.1nactive lagoons and storage ponds were defined by the Statute as structures which were previously used to store animal waste but have not received waste for at least one year. The information collected on your property is contained in the attached field data sheets. Using this field data, staff ranked your inactive waste structures as high, medium or low according to its potential risk for polluting surface and/or groundwater. These include taking appropriate actions to eliminate current discharges, prevent future discharges and to insure the stability of their structures. Staff of the Division of Water Quality will be in contact with owners of all inactive structures that have been determined to pose a serious environmental risk, based on its ranking and/or additional field data collected by the Department. All liquids and waste removed from these structures must be land applied at a rate not to exceed the agronomic needs of the receiving crops. Any major modifications made to the dike walls or structure must be done in accordance with current standards and under the direction of a technical specialist designated for structural design. Your local Soil and Water Conservation District is an excellent source for information and guidance related to proper waste application practices, structure operation and maintenance, and other related animal waste management standards and/or requirements. Nothing in this letter should be taken as removing from you the responsibility and liability for any past or future discharges from your lagoon(s) and/or storage pond(s) or for any violations of surface water or groundwater quality standards.
