Therefore, DWR defines a calf as weighing less than or equal to 350lbs. Please consult Millie Langley if you believe the annual capacity numbers need adjusting to accurately reflect your operation (i.e. 150 dairy calves). Michael Gendy called and left message for Tom Boyd detailing_ current known information. - 12:46 P.M. Micael Gendy called the Randleman Water Plant and spoke with Bill Glenn. Operator stated that Randleman had 1.0 MG currently in storage and that the current demand was about 900,000 gpd. Operator said that Randleman had enough water to shut plant down if needed. Operator asked if PWSS wanted the plant shut down. Michael told operator that that needed to be a local decision. 12:58 P.M. the water plant ORC Phillip Perkins called Michael and said that the town had decided to shut the plant down. The contamination was approximatly 8 to 15 miles upstream of Polecat Creek - 2:35 P.M. the Plant ORC called Michael and stated he was on site and that there was a small wet weather stream bed that was not flowing water but had a very small amount of black substance in the ditch. Mr. Thronton did not know any details of the situation. Called Phillip Perkins and discussed the current situation. After discussing the distance and the stated amount of possible contamination. it was determined that public health was probably not going to be affected. The ORC wanted to know if it was alright to restart the plant because Randleman was using the Asheboro inter- connection to fully supply the distribution system. I said I felt OK about restarting the plant and asked the ORC to check chlorine residuals on top of the filters and on the bottom of the filters so if the raw water were affected it would show in the residuals. Told operator to keep good records. ORC said that bacteria samples were taken and transported to Asheboro for analysis. - Don Peeler the Utility Director for Randleman called and wanted to know if it was OK to restart plant and I stated I was fine with starting 21ant. ^ - 7:00 P.M. Just to clear up a few issues related to the Coltrane Dairy Certified Animal Waste Management Plan, I thought I would offer this brief reminder. As you may recall I developed a CAWMP for Coltrane Dairy back on November 17, 2003. This 2003 plan contained details about all of the fields Coltrane Dairy used for their waste application program at that time, and was written for 500 milk cows. Since that time Coltrane Dairy purchased a new parcel of land adjacent to their other lands and proceeded to clear that parcel in order to plant crops. The Coltranes asked me to add this new parcel, which they called Field 4, to their CAWMP. They also asked me to increase their potential herd size to 1,000 milk cows when I sent in the update to add Field 4. Thus on February 26, 2007 I sealed an amendment to their CAWMP of 11/17/03 - including Field 4 and increasing their herd size to 1,000 milk cows. This amendment also included a new estimate on the amount of N and P to be generated from 1,000 milk cows (and support animals). I chose not to lump the previous CAWMP details and Field 4 together since the land application details in the previous plan (dated 11/17/03) were still valid and it would have added considerable bulk to the amendment without really adding any more detail. Please note that I did address Coltrane Dairy's overall potential to utilize all the N generated by 1,000 milk cows (and support animals). While most of the pages within the 2/28/07 amendment discussed the new zones within Field 4, you will find a farm wide nutrient utilization comparison listed on Table 38 (page 43) of the 2/28/07 document. Column 3 of Table 38 shows a summary from the previous CAWMP nitrogen removal values which we did not change (again see the plan dated 11/17/03 for detailed discussions about nutrient utilization). I hope this may clear up some of the confusion about why there are two documents associated with the Coltrane Dairy CAWMP. Coltrane Dairy uses both the 11/17/03 AND the 2/28/07 documents to comprise their total CAWMP. If you have lost your copy of the 11/17/03 document for this farm, please let me know and I will make you a new one. It is rather thick so I will only make you a copy if you specifically make a request. As far as the PLAT is concerned, I believe Mr. Blackwood will be taking care of this when he receives all of the soil test data from David Coltrane. I have not had a chance to talk to Mr. Blackwood since I returned from my conference so I hope I have that bit of information correct. I am available to help in any way that Coltrane Dairy will OK. As one final point, most NC farms that have CAFO do not have sufficient land or crops to utilize 100% of the estimated phosphorous production from the CAFO. Please note that these revisions are an amendment to the existing CAWMP and do not change the fields identified for animal waste application within the November 2003 plan. The newest amendment discusses the Coltrane Dairy waste storage capacity, nitrogen generation, phosphorous generation, etc. that will result from an increase to 1,000 milk cows. It also adds new fields to the plan from Farm # 4. Based on the assumptions I used there is enough liquid storage capacity on the farm for 1,000 milk cows. There is also enough crop acres available to utilize the anticipated Plant Available Nitrogen or P.A.N. if the correct crop combinations are used farm -wide. Not surprisingly, the farm does not have enough acres to completely utilize all of the phosphorous generated. This is a very "thick" plan since there are so many fields, soil types, and crop options. I have made reference to the November 2003 CAWMP in numerous places for brevity. The farmer will continue to utilize the November 2003 CAWMP tables for waste application specifics on fields outside of Farm # 4. I believe I referenced the old 0.200 rules within the new plan amendment, but please note that this should refer to the newer 2T rules. The details of certified plans can differ between farms and can vary depending on whether the farm is existing or if the farm is new. Thc certification form(s) indicate that the plans being discussed should work for that farm given the on -site level of management required is provided. No certification can be all inconclusive and be certified to contain each and every aspect of all possible outcomes associated with high intensity animal operations. The reader must review the plans to see what is being certified. Specific Comments and Certification Explanation 1. The Coltrane Dairy, LLC is an existing farming operation. The dairy has been operating under a 500 cow CAW1vIP for many years. The recertification work herein is an update to the existing CAWM[P dated 11-17-03. The new plan amendment includes an expansion of, the herd size to 1,000 head (previously 500). It will likely be years before the Dairy gets close to 1,000 head however. 2. Understanding the technical specialist certifications for this farm is a little complex since the plan has been revised several times. Plus, certain certifiable aspects of the plan were done years ago, and only reviewed for adequacy during this latest revision. For simplicity and to update the certification paperwork, the engineer has reviewed all of the historical certifications (within reason) and recertified the appropriate categories, especially if they were to be impacted by any of the latest changes. DWQ may need to refer back to historical documents and certifications if more information is needed for their review. 3. Keep in mind that the enclosed plan addresses a farm -wide increase in SSLW plus adds waste application details to the fields within Farm # 4. Coltrane Dairy will continue to use their old plan and its field designations, but will now have the fields within Farm # 4 to utilize. The newest amendment discusses the Coltrane Dairy waste storage capacity, nitrogen generation, phosphorous generation, etc. that will result from an increase to 1,000 milk cows. 4. The amended CAWMP also reviews all of the fields (old and new) to make sure there is enough land and crop infrastructure to utilize all of the Plant Available Nitrogen (PAN.) from 1,000 milk cows. The large variety of crops, soil types, and field locations makes the overall CAWMP documentation rather long. Overall, Coltrane Dairy has enough land to utilize all of the estimated PAN. generated from animal waste provided the correct crop combinations are grown. 5. Coltrane Dairy does not have enough land or crop infrastructure to utilize the phosphorous generated by 1,000 cows. Therefore there will be a slow build-up of phosphorous in the soils at the farm. The Randolph County NRCS is slated to perform PLAT at the farm in the near future. b. There are 2 existing waste holding ponds at this farm that were designed and certified by myself or the NRCS prior to this CAWMP revision. Some discussion on these ponds is included within this K • 0 latest plan amendment, but much of the design detail was referenced back to the original pond design. documents. With the exception of Mortality Management, the other control programs are not being altered. I have added the use of on -site burial as a means of Mortality Management to this amendment. This is really not an official substitute for previously identified management techniques, but simply another option of Mortality Management. Coltrane Farm has enough cleared land to accept the generated nutrients in the animal waste according to my best estimates. However there are many combinations of crops and waste types you could choose which can complicate the predicted nitrogen removal from my standpoint. You must keep track of what you grow, how much you grow, where you apply the waste, how much waste is applied; etc, in order to keep track of how much nitrogen you are using. This plan is realistic but it is not`fool proof 4. have enclosed some examples of how to calculate -the application of.waste. Be sure to collect,waste samples regularly and soil samples at least yearly. 3. It_,is.very, important that you get all of your -fields. and crops'in, good condition.. In a poor year you coul& run tight onJand to receive 'nitrogen.-' This is why we often' use yearly averages for crop production... . P.O. However it is a best estimate on what will happen. Future waste application amounts will depend on the quantity of crops harvested, waste analyses, and probably crop tissue sampling. If crop yields drop off you will have to cut back on waste applications. Keep your crops in tip top shape! 5. Your waste storage ponds can not overflow, so keep them under control. I have not specified how much of this waste you need to use on any particular field, but watch for things like wet spells and high levels of water in your ponds. Each pond must be marked as stated in both of my packages. 6. There is a large amount of information in this package so please read it and notice all of the precautions. Be especially careful to avoid all off -site waste run-off. After reviewing the enclosed information let me know if you have questions. I can come to the farm and spend some time with you and David if you ever need some hands-on guidance, help with irrigation calibrations, calculations on nutrient loadings, waste analyses, or any other part of the overall effort. However, to keep your expenses down I will wait until you request such service. There is currently a push for farms to verify "wettable acres" under irrigation. (e) During the term of this Agreement there will be no increase in Steady State Live Weight (SSLW) at the facility. (e) Since this Special Agreement is by Consent, neither party will file a petition for a contested case or for judicial review concerning its terms. (f).
