She is O.K. with Joe being able to put any of the three manure types (dairy slurry, dairy solid, poultry solid) on any field in the plan. Her big thing is that she wants the plan to be clear about what he can do. Since the software can only do so much, it will be important to elaborate on what he is allowed to do in the Narrative section. I think a reasonable alternative is the one we started working with when I was there on Tuesday. For planning purposes show all fields being able to receive all three sources: using % poultry, % dairy slurry, and % dairy solids as we had done. Then, in the narrative section describe that the plan shows that there is sufficient acreage to receive all of the manure generated, BUT that the producer reserves the right to use these sources in whatever combination he needs to meet the Nitrogen needs of the crops based on RYE'S. The reality of his situation is that a poultry litter clean -out or pack barn clean -out may or may not time with a particular crop need, therefore he will be able to use the manure that is available when a particular crop needs it. This makes sense anyhow, because we want the nutrients to be used for agronomic needs (not disposal). Also, wet wastes are more expensive to haul and so may not be applied on fields that are farther away. Another alternative would be to use the NM Software to provide estimates of manure generated by each of the three sources individually, then just combine all three into one source and call it a 'User -Defined Source'. This can work well when the different sources all come from a single animal type, but I'd be a little bit hesitant about combining dairy and poultry into a single source because the poultry litter has such a high Phosphorous content and the nutrient availability coefficients may differ. There definitely needs to be wording in the narrative about the greater potential for phosphorous accumulation when the N needs of a crop are met with poultry litter versus dairy manure. Either source may lead to P-accumulation, and the extra P that comes with the poultry litter could certainly have consequences for the permitted Dairy operation down the road. I don't think many people realize how complicated these plans can become. Let me know what you think. Give a call if you need to. As discussed, the Cattle Waste Management Permit issued to Fogleman Dairy, Inc. requires that a representative Standard Soil Fertility Analysis (soil test) be conducted annually (Section 111.4.). A review of the Animal Waste Management records for 2009 indicates, however, that the soil test was not completed as expected. Failure to maintain requisite records is a violation of NC General Statute 143-215.10C and the Cattle Waste Management Permit. A reminder that, Section III no. 13 of the permit also requires you to notify the Winston-Salem Regional Office anytime that the waste level rises above the maximum liquid mark, even if it is only for 24 hours. Failure to do so in the future may result in a civil penalty assessment. DWQ staff also observed that nutrients from the Fogleman Dairy were impacting the stream which was flowing through the pasture across the road. Excessive fungal growth and several colonies of sludge worms were visible throughout the stream on the date of our inspection. You may wish to consider additional cattle exclusion, adding a waterer, or perhaps contacting the Alamance SWCDINRCS office for technical assistance regarding this issue. . Karl and I had several sessions in December and January to go over changes in the curriculum and distribute the new manuals and slide sets. Anyone who didn't make one of those meetings has to contact Karl and be cleared by him to teach the initial certification training. The rule is that all training must be completed prior to submitting the exam application, and the exam application has to be submitted 30 days prior to the exam. If an application is submitted by the 30 day deadline but we need additional information in order to process it, the information must be submitted at least 15 days prior to the exam. The 15-day deadline isn't intended to allow people time to finish training, but my supervisor is allowing it in this case. If Mr. Johnson can get the training and fax a copy of the certificate of completion by Aug 28, he can take the exam on September 13. He should fax the certificate to my supervisor, who has the application: Jerry Rimmer, fax# 919-733-1338. Sorry to take so long getting back to you on this.
