This letter replaces the August 10, 2009 Express Stormwater Management Plan Review acceptance letter.
On August 19, 2009, the Division of Water Quality DWQ received a request from Mr. Chad Vernon of
Talbert & Bright for acceptance into the Express Review Program regarding a project known as "Stanly
County Airport New Terminal Building" for acceptance into the Express Review Program. This letter
advises you that your project will be accepted into the Express Review Program once the following items
are received:
1) The application fee of $2,000.00 [for 401 Water Quality Certification with major impacts], made
payable to the North Carolina Division of Water Quality];
2) Five (5) complete and collated copies of the PCN Application (instead of providing five copies of
the full size plans you may provide two copies of the full size plans along with three copies of the
1IX17);
3) One (1) copy of the completed PCN Submittal Checklist

4) Three (3) complete and collated copies of the Express Review Stormwater Management Plan

5) Three (3) collated copies of all supporting information pertaining to this project including
i. Design calculations for the proposed BMP(s) sized for both on-site and off-site
drainage, if any;
ii. Most current BMP Supplement(s) completed for the proposed BMP(s) including
Design Summary and Required Items Check List (available at
http://h2o.enr.state.ne.us/su/bmp-forms.htm) along with all required items;
iii. Signed and notarized Operation & Maintenance Agreement (s) for the BMP(s), also
available at the above website.
iv. Proposed site grading plan showing existing and proposed contours, and delineated
drainage area(s) to the proposed BMP(s);
V. Erosion and sediment control plan;

vi. Detailed plan and cross sectional views of the BMP(s) showing pertinent structures,
elevations, etc (at appropriate scales as listed in the Required Items Checklist);
vii. Construction sequence and planting schedule (if applicable) for the proposed BMP(s);
6) One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or
color). If the plans are too large to store in TIFF format, they can be stored in PDF.
Please be advised that all Stormwater BMPs must be designed, at a minimum, to remove 85% TSS, in
accordance with the most recent version of the NC DWQ Stormwater Best Management Practices (BMP)
Manual.
The clock for this project will not start until receipt of the completed application package and required
fee. If the impacts are greater than indicated on the Initial Interest Form and/or the services are different,
you may be required to remit an additional fee.
