La Grange (Phase I) Site — Task 8 and FINAL Release
Dear Mr. Ham:
On September 29, 2017, the Division of Water Resources (DWR) received a Year 5 Monitoring
Report for the LaGrange Phase I Mitigation Bank from Greene Environmental Services, LLC (GES).
On October 27, 2017, Katie Merritt with DWR, along with David Knowles with GES, visited the site
to compare vegetation data and evaluate the site's conditions for closeout of the monitoring
requirements. Minor encroachment from an ATV was observed within the easement boundaries
associated with this particular bank site. However, no trees or vegetation were negatively impacted.
Overall, site conditions were good and vegetation data results showed stem densities higher than the
required 320 stems/acre throughout the site. Ms. Merritt supports closing out the site for any further
monitoring.
On May 9, 2019, Ms. Merritt received a copy of the assignment of the conservation easement to the
North Carolina Wildlife Habitat Foundation (NCWHF). If not already implemented, the NCWHF
must be notified by GES of the need to properly mark the boundaries of the easement as soon as
possible. Contact information for NCWHF must be included on all easement signage around the site.
By copy of this letter, the monitoring requirements at the subject site have been met and DWR is
releasing GES from its financial assurance obligations under Letter of Credit #SB93770 with First
Citizens Bank & Trust Company.
According to the UMBI signed on October 3, 2008, the following Project Milestone has been met,
and the corresponding credits shall be released

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and an additional 10% of your Neuse riparian buffer credits (0.1 x
379939.7 ftz = 3,793.97 ft') are now available for sale. Also, an additional 10% of your nitrogen

nutrient offset credits (0.1 x 5,728.01 lb -N = 572.80 lb -N) are now available for sale. Please update
your credit ledgers accordingly. This is the final credit release to be issued for the site.
Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020202 of the Neuse River Basin and that Neuse riparian buffer credits must be used for
impacts in the Neuse River Basin according to guidelines in 15A NCAC 02B .0295, which
became effective on November 1, 2015.
