TROGDON, III SECRETARY SUBJECT: New access road to Alexander Industrial Park/Pipe installation, Alexander County Dear Ms. Braspennickx: The North Carolina Department of Transportation (NCDOT) proposes impacts to an unnamed tributary to Bull Branch (WS-II/HQW Waters) in Alexander County. The proposed road will be 24 foot wide, 2- lane, 2-way, and will connect the Alexander Industrial Park from existing cul-de-sac W.E. Baab Industrial Road to SR 1422 (White Plains Rd.). An 83-foot long CMP will be installed as part of the construction of a new access road to Alexander Industrial Park. The project will also require placement of 22-feet of rip rap on the banks at the outlet for stabilization. The culvert will be buried 1 foot below existing streambed elevations per permit requirements. Cofferdamsibypass pumping will be used to temporarily divert the stream around the work site. The area affected by temporary impacts will be restored back to pre -project conditions. Mitigation required shall be provided in accordance with the 2010 EEP Operating Instrument which supersedes the Memorandum of Agreement (MOA) signed July 22, 2003 by the USACE, the NCDENR, and the NCDOT. Attached is a copy of the mitigation acceptance letter for stream fill impacts. The Division 12 Environmental Office conducted a threatened/endangered species survey in the study area of the new Alexander Industrial Park access road. The federally listed species for Alexander County (USFWS listed date June 26, 2018) include: Bog turtle (Glyptemys muhlenbergii) — Threatened due to similarity of appearance Biological Conclusion — Not Required/No Effect Dwarf -Flowered Heartleaf (Hexastylis naniflora) — Threatened Biological Conclusion — No Effect Northern Long -Eared Bat (Myotis septentrionalis) - Threatened Biological Conclusion — May Affect; Not Likely to Adversely Affect The study area has been reviewed/by NCDOT cultural resources staff (Internal Tracking No. 19- 01-0017). The project area is not located within '/2 mile of any critical watershed area. The new Alexander Industrial Park access road, Alexander County May 28, 2019 2 1 P a g e access road is not a rural or urban arterial; therefore, hazardous spill basins are not required.
