Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Holden Seafood -
Shallotte on 5/07/2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in NPDES WW Permit No. NCG530056. The NPDES Permit
NCG530082 requires your discharge to be sampled annually for total suspended solids, settleable solids, pH and dissolved
oxygen (DO). Mr. Mairs discussed certified laboratories that may be able to assist you for your convenience. Please
contact a laboratory before the end of the year to have samples collected and analyzed from your discharge.
As discussed, you can collect the samples yourself and have a lab pick them up within the proper hold times (ask the lab)
and have them test the pH at that time (as the pH has a 15 minute hold time). As discussed, you can also go together with
other fish houses have a laboratory send someone out to sample multiple locations on the same day. You will need to
write a Best Management Practice Plan as we discussed as soon as possible and keep a copy of it on-site with a copy of the
permit(letter) and records of the sample analysis for three (3)years.
Please respond in writing to this office within 30 days of your receipt of this letter regarding your plans or measures to be
taken to address these issues. If you should have any questions, please do not hesitate to contact Robb Mairs with the

The inspector would like to thank Ms. Fran Holden for her assistance with the site inspection. Ms.
Holden indicated that Mr. Clyde Larry Holden has passed away, and that she and her husband Mr.
Barry Holden currently own and operate the seafood business. The facility appeared to be clean and
well maintained. Existing discharges from the highground occur from the existing retail and cooler,
which the effluent pipes are located from an existing concrete bulkhead along the shoreline of the
property. Other discharges are located in a covered building over open water of the river where shrimp
and finfish are packed from local commercial fisherman. Located on top of the existing building is a
commercial ice machine, which also appears to drain into the river. It also appears that oysters are
washed with an existing tumbler machine, which drains directly into the river. Based on the inspection
of records and discussion with the owner, it seems that no monitoring requirements have been done
since the last inspection in 2014. The inspector discussed where the samples need to be taken at the
discharge location from a piping along the concrete bulkhead. The inspector also indicated to the
owner that they could coordinate with other fish houses in the area with the same sampling
requirements to have samples taken by certified lab to be analyzed with results provided.
