This facility's lagoon is in approx. 80 % closed. The majority of the liquid waste has been applied to adjacient fields. Currently, the owner is working with Wake County Soil and Water during this closure. When weather conditions permit the owner plans to land apply the remaining sludge. Highly recommend a new waste (sludge) sample should be taken before application begins. Removal confirmation was requested by the owner. In order to show that the agronomic loading rates for the crops being grown are not being exceeded, you must keep records of all sources of nitrogen that are being added to these sites. This would include nitrogen from all types of animal waste as well as municipal and industrial sludges/residuals, and commercial fertilizers. Beginning January 1, 2000, all nitrogen sources applied to land receiving animal waste are required to be kept on the appropriate recordkeeping forms (i.e. IRR1, ]RR2, DRY1, DRY2, DRY3, SLUR1, SLUR2, SLD1, and SLD2) and maintained in the facility records for review. The Division of Water Quality (DWQ) compliance inspectors and Division of Soil and Water operation reviewers will review all recordkeeping during routine inspections. The inspection determined that the swine operation was not -causing any adverse effects on Waters of the State at the time of the inspection. He owned and operated a1000 feeder to finish swine production facility. The swine operation had been in existence since 1980 when a 1.4 acre waste treatment lagoon was built. The maximum design treatment & storage capacity was for 1040 animals. VOLUME OF WASTE TO BE REMOVED Total liquid & sludge = 1,013,000 gallons LAND APPLICATION OF WASTE All waste will be applied at agronomic rates. Waste will be agitated, pumped, and spread over 77.7 acres of land. See attached map for location of fields. Waste will be applied in a manner not to exceed the crop nitrogen requirement as outlined below. 2. All sludge will be removed from the lagoon. Fresh water may need to be added after the lagoon is agitated and pumped out so that the sludge residue can be removed. 3. Closure of this operation must be done without any runoff of the effluent. 4.. Waste shall not be applied to saturated soils or during rainfall events. 5. Waste shall be applied to actively growing crops and no earlier than 30 days prior to planting a crop. 6. Waste shall not be applied closer than 100 feet to wells. 7. All disturbed areas must be established in permanent vegetation according to NRCS standards. 8. All grading when filling in lagoon should be done so that no ponding will take place and necessary erosion control practices such as terraces or diversions must be installed where necessary to prevent erosion before vegetation is established. 9. Only soil will be used to fill lagoon. No building debris should be buried in the lagoon. 10.All inlet and devices used to convey animal waste into the lagoon shall be removed before filling the lagoon. 11. Contractor will keep records on number and amount of waste applied on each field. A copy of records will be given to NRCS personnel after completion of job.
