On April 29, 2019 Erin Deck with the Raleigh Regional Office (RRO) of the Division of Water
Resources (DWR) conducted a compliance evaluation inspection of the subject facility. The
assistance of Mr. Terry Foster (ORC) and Katie Tresino, Laboratory Assistant, was greatly
appreciated during the inspection. Observations during the inspection are summarized below, as
well as an inspection checklist is attached for your records.
The current permit was issued November 01, 2017 and expires July 31, 2021. The
facility is permitted to discharge at a rate of 6.0 MGD and consists of: mechanical bar
screens; cyclone screenings separator; vortex -type grit collector; influent pump station;
three- oxidation ditches using Bardenpho 5 stage process for Biological Nutrient
Removal, three secondary clarifiers, coagulation basin with chemical feed for total
phosphorus removal; four banks of Hydrotech cloth; two UV disinfection Banks.
Basinwide Information Management System (BIMS) classifies the facility as a Grade IV
Wastewater Treatment Plant. Terry Foster is listed as the Operator in Charge (ORC) and
Joseph Trimnal Jr, Casey Denton and Kai Vannoy are listed as back-up Operator in
Charge (bORC), WW-IV certified.
• Discharge Monitoring Report records for February, June and November of 2018 were
reviewed and no discrepancies were noted.
A cursory review of the laboratory noted all pH buffer stock was in date. The sample
refrigerator, as well as the fecal and BOD incubators, were all found to be compliant with
temperature requirements.

• At the time of the inspection one of three treatment trains was being utilized; two of the
three secondary clarifiers were in operation; two of the four set of Hydrotech cloth disc
filters were being used and only one of the two UV disinfection banks were in use. This
was due to low flow.
The plant was well maintained in regards to housekeeping, and all units and components
in use were in working order.
The facility discharges to Utley creek in the Cape Fear River basin. The effluent was
clear and free from foam. No visible impacts were noted immediately downstream of the
discharge point.
