REGAN Secretary LINDA CULPEPPER Director NORTH CAROLINA Environif ental Quality May 14, 2019 Johnny Lambert, Director of Public Utilities Davie County Water System 298 East Depot Street Mocksville, North Carolina 27028 Subject: Review of NPDES Permit - DRAFT NC0084212, Class PC-1 Sparks Road Water Treatment Plant (WTP) 728 Sparks Road, Mocksville Davie County Dear Mr. Lambert: Based on your request to renew the subject NPDES permit, the Division of Water Resources (DWR or the Division) hereby transmits this draft for your review and comment. Please review it carefully to ensure your understanding of the limits and monitoring conditions, and to correct errors, if any. Concurrent with this notification, the Division will solicit public comment on this draft by publishing a notice in newspapers having circulation in the general Davie County area, as required by the NPDES Program. Please provide your written comments, if any, to DEQ/DWR/NPDES no later June 18, 2019 (approximately 30 days after receiving this document). Your written comments are welcome but are not mandatory. Changes for Renewal. Because renewal requires added permit limits for Total Copper and Total Zinc based on reasonable potential (see below), this facility does not currently qualify for WTP General Permit NCG590000. The Division understands that you have made no significant changes in your wastewater treatment processes since last renewal. We have made changes to your permit by updating your facility description and site map and have also added relevant regulatory citations to permit sections for your convenience. Specifically, we have: 1. discontinued monitoring for Total Iron, no longer a WTP parameter for concern as the discharge database averages less than 1.00 mg/L; 2. added permit limits for Total Zinc and Total Copper because databases show reasonable potential to exceed their respective water -quality standard; monitoring has therefore increased from Quarterly to Monthly based on RPA; 3. conversely, Total Fluoride monitoring remains Quarterly because the database does not show reasonable potential, no changes recommended; 4. updated units of measure for metals as micrograms per litter (ug/L) to facilitate future compliance evaluation) [see units, section A. (1.)]; past databases were compromised by analyses reported in milligrams per liter (mg/L; 5. eliminated previous table Footnote 3. [section A. (L)]; sampling a given parameter "...concurrently with WET -testing" is no longer required; North Carolina Department of Environmental Quality I Division of Water Resources 512 North Salisbury Street 11617 Mail Service Center I Raleigh, North Carolina 27699-1617 — 919.707.9000 Johnny Lambert, Director of Public Utilities Davie County Water System Draft Review May 2019 Page 2 of 2 6. per EPA, added Total Hardness monitoring Quarterly of Effluent only [upstream not practicable under zero -flow receiving stream conditions]; monitoring is required for future evaluation of metal concentrations in dissolved fraction; and lastly 7. removed the Permit Re -Opener [previous permit section A. (4.)] regarding Whole Effluent Toxicity (WET) testing; records indicate a consistent history of compliance with all results indicating "Pass" (19 consecutive Quarterly tests). Division records show that you have successfully registered with the eDMR Program. Please be reminded that until the state's eDMR application is approved compliant with EPA's Cross -Media Electronic Reporting Regulation (CROMERR), all permittees must continue to submit hardcopy of DMRs as backup to eDMR reporting [see updated permit section A. (3.)]. Following the mandatory 45-day public comment period, the Division will review all pertinent comments, if any, and take appropriate action prior to issuing an NPDES permit final. If you have questions concerning this draft, please e-mail me Doe.corporon@ncdenr.gov], or call my direct line (919) 707-3617. CHRONIC TOXICITY PASS/FAIL MONITORING (QUARTERLY) [15A NCAC 02B .0200 et seq.] The Permittee shall conduct quarterly chronic toxicity tests using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised December 2010, or subsequent versions. The effluent concentration defined as treatment two in the procedure document is 90%. The testing shall be performed as a Ceriodaphnia dubia 7-day pass/fail test. The tests will be performed during the months of February, May, August and November. These months signify the first month of each three-month toxicity -testing quarter assigned to the facility. Effluent sampling for this testing must be obtained during representative effluent discharge and shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Electronic Submissions In accordance with 40 CFR 122.41(1)(9), the Permittee must identify the initial recipient at the time of each electronic submission. The Permittee should use the EPA's website resources to identify the initial recipient for the electronic submission. Initial recipient of electronic NPDES information from NPDES-regulated facilities means the entity (EPA or the state authorized by EPA to implement the NPDES program) that is the designated entity for receiving electronic NPDES data [see 40 CVRI27.2(b)]. EPA plans to establish a website that will also link to the appropriate electronic reporting tool for each type of electronic submission and for each statiestructions on how to access and use the appropriate electronic reporting tool will be available as well. Information on EPA's NPDES Electronic Reporting Rule is found at: //X Electronic submissions must start by the \at s\\ inlet\ "Reporting Requirements" section above. 3. The permittee may -seek a feniporary electronic deporting waiver from the Division. Requests f l temporary,,electronic reporting waivers must be submitted in writing to tle Division forwntten approval at least sixty (60) days prior to the date the facility would be required under this pe it to begin submitting monitoring data and reports. The duration of a temporary waiver shall not exceed 5 years and shall thereupon, expire. At such time, monitoring data and reports)shall be submitted electronically to the Division unless the Permittee re -applies for, -is granted a new temporary electronic reporting waiver by the Division. Approved electronic reporting waivers are not transferrable. Only permittees with an approved reporting waiver request may submit monitoring data and reports on paper to the Division for the period that the approved reporting waiver request is effective.
