Dear Mr. Gyamfi,
Albemarle-Stanly County Airport is proposing to construct a new terminal building, along with a new
parking area and roadways, just south of the existing runway on airport property. The stormwater
management plan is to retrofit an existing detention basin with a bioretention cell to meet the water quality
requirements for the airport's new improvements.
Two drainage areas comprise the project area's stormwater runoff. A trade off of drainage area is proposed
for treating the impervious areas. Due to site limitations and the possibility of creating additional
environmental impact, the project proposes treating existing adjacent pavement runoff in lieu of treating the
proposed pavements. Area to be used for treatment of the new pavement is limited due to existing wetlands
and steep slopes. The proposed impervious area (4.1 ac) (T'-Hangar Site and New Airport Terminal Site), will
discharge with limited treatment, where the existing drainage area containing existing impervious area (4.5ac)
(Aircraft Parking Apron) will be treated using an approaching filter strip to a single bioretention basin. A
target of 85% TSS removal will be achieved. Both of these drainage areas combine just downstream of the
proposed BMP, on airport property.
To promote a lower impact to the water quality in the receiving streams, the project design has incorporated
roadways with grass lined shoulders, in lieu of a curb/hatter edge. The proposed parking area runoff will
discharge through sheet-flow along the edge of pavement and into grassed shoulders, rather than collect
with curb/gutter and drainage inlets.
Talbert & Bright and HDR submits this letter, the attached project map and the application for Initial
Interest Express Permitting.

On June 4, 2009, staff from the Mooresville Regional Office conducted an inspection at the site in
response to the application for the noted subject. It was noted in the application that no storm water
management plan was included with the application. A storm water management is required and should be
submitted to the Division of Water Quality for review.
Also in reviewing the previous work at the site, it appears the drainage way which was filled for that work is
allowed to discharge into the existing storm water pond. Given the upstream drainage area, the pond appears to
be undersized. Please provide clarification. If the existing pond is to be removed to allow for the proposed
construction, the new pond must treat the runoff from both projects.
Pursuant to 15A NCAC 2H .0507(h), please be advised that this project will be placed on hold. In addition,
this office is requesting that the Army Corps of Engineers withhold processing the 404 permit until the requested
information is provided. If you have any questions, please contact me at [phone].
