Dear Mr. Wilkerson,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package (BPDP)
for the Loflin Dairy Phase II Mitigation Site (Site) in 2019, for review and approval under the terms
and conditions of the Wildlands Holdings V, LLC (Wildlands) Randleman Umbrella Mitigation
Banking Instrument for Riparian Buffer Mitigation (LIMBI) signed on April 23, 2019. The UMBI is
made and entered into by Wildlands acting as the Bank Sponsor, and the DWR. Katie Merritt, with
DWR, reviewed the BPDP document and provided comments and recommendations. DWR received
a revised BPDP that addressed all comments and recommendations provided by Ms. Merritt. The table
below summarizes the timeline of the BPDP:

The closing date for the public notice was May 9, 2019. DWR received no comments regarding the
subject BPDP document. This document is now approved. A hard copy of the final draft of the
approved BPDP is now required for our files as soon as possible.
According to the credit release schedule outlined in your LIMBI, the following items are required
prior to receiving your first credit release of twenty percent (20%):
Conservation easement approved by DWR
Financial Assurance documents if applicable
