Facility Summary-- This WTP employs conventional treatment technology [coagulation, flocculation,
sedimentation, and filtration] to produce potable water at a system -design rate of 3.0 MGD. Previous permit
required installation of "continuous recording" by March 1, 2011. Filter -backwash discharge rates vary over
time, but reported for the past two years, average 1.365 MGD with a maximum at 1.92 MGD; minimum
0.237 MGD [years 2018-2019; n = 424]. This renewal adds permit limits for Total Copper and Total Zinc
based on RPA. Therefore, the Permittee does not currently qualify for WTP General Permit NCG590000.

Monthly -Average Flow for three (3) years prior to renewal =1.29 MGD. Highest Monthly Average
flow = 2.764 MGD [used for RPA calculations]. Although flow is NOT permit -limited, this discharge
rate justifies [BPJ] increasing the monitoring frequency from Quarterly to 2/Monthly for "limited"
metals [see #2 below].
Summary of Renewal Issues and Changes:
1. discontinued monitoring for Total Iron, no longer a WTP parameter for concern for
conventional treatment technology [average = 0.68 mg/L, May2014 to May2019, n = 19];
2. added permit limits for Total Zinc and Total Copper because databases show reasonable
potential to exceed their respective water -quality standard, monitoring has therefore
increased from Quarterly to Monthly based on RPA;
3. conversely, Total Fluoride RPA does not show RP therefore no limit, but continues
Quarterly, no changes recommended;
4. updated units of measure for metals in micrograms per litter (ug/L) to facilitate future
compliance evaluation; past databases were compromised by analyses and reporting in
milligrams per liter (mg/L) [see A. (1.)];
5. eliminated previous table Footnote 3. [section A. (1.)]; sampling a given parameter
"...concurrently with WET -testing" is no longer required;
6. per EPA, added Total Hardness monitoring Quarterly of Effluent only [upstream not
practicable under zero -flow receiving stream conditions]; monitoring required for future
evaluation of metals in dissolved fraction;
7. removed the Permit Re -Opener [previous permit section A. (4.)] regarding Whole Effluent
Toxicity (WET) testing; records indicate a consistent history of compliance with all results
indicating "Pass" 19 consecutive Quarterly tests (see attached database).
8. generally good compliance record; total => one NOD (Jan2018) for TSS limit exceedance
(MA and DM by less than 20%); no CPA issued.
Again, this renewal adds permit limits for Total Copper and Total Zinc based on RPA. Therefore, the
Permittee does not currently qualify for General Permit NCG590000.
