Tomorrow, myself and others will be meeting with Jeff Poupart and staff regarding the upcoming
Allen NPDES wastewater permit. We are updating our application to include AOW S-10, which would
then be a wastewater source for SWO15. In the application update we are requesting that SWO15
become a wastewater outfall with its drainage feature to be designated as an effluent channel. If all
of this is granted in the permit, then we could move forward with removing SWO15 from the
industrial stormwater permit. Just wanted to give you a heads up.

Mike,
I'm sure how you and Sergei want to handle the SWO15 situation, but since our last correspondence
on the issue, we have rerouted the seepage from S-10 back to the basin so that it no longer flows
into SWO15. I suppose this was why you were suggesting removal. As of now the reroute is planned
to be only temporary, and I am told that we may apply to permit this seep in the future. Please let
me know if you have any questions regarding this. In the meantime I will review the modifications.

relation to other seeps?

The French drain seepage of S-10 is related to a cell in the active ash basin (see attachments) and
eventually flows into the drainage canal of SWO15.

Per our conversation, we will be investigating and attempting to sample the French drain (in red)
outfall into the drainage system (in blue) of outfall SWO15 at Allen Steam Station. This was
discovered during an investigation of a new area of wetness (S-10) near cell 1 of the active ash basin.
We will follow up with you when results are received if sampling is possible. Please let me know if
you have any comments or questions.
