Since the three drainage areas will be altered, I imagine that will need to adjust the
descriptions in the SPPP, correct? Will we need to do anything in addition to that?

Subject: Allen Steam Station Wastewater Reroutes
Sergei and Mike,
As part of a major effort to reroute both wastewater and stormwater at Allen Steam
Station, Duke is planning to install a retention basin in the northern part of the Allen
property. This basin will be located in portions of the stormwater drainage areas 1, 2,
and 18. The basin is planned to receive flows from the coal yard sump, the yard sump,
the FGD stormwater sump, and wastewater effluent. See attachments for more detail.
We do not yet have the specifics for the outfall structure or when this will be
completely implemented, but we plan to have a discharge to the Catawba River.
I wanted to give you a heads up on this effort so that you can become familiar with it,
and if Land Quality talks to you about it, you will not be unaware. If you have any
comments, questions, or concerns, please feel free to contact me.

Retention Basin Description
1. Primary Settling
a. Two equally sized primary settling basins will be provided.
b. The primary settling basin is expected to settle out particles and provide access for
maintenance equipment to remove the accumulated solids.
c. Flow to the primary settling basins will be pumped and regulated by an inlet box with two
discharge sluice gates. The sluice gates will channel the flow to either one of the primary basin.
d. Each basin will have a vacuum truck unloading pad.
e. A partition berm will separate the primary and secondary basin. The partition berm will
incorporate an overflow weir. Weir elevation will be set to maintain normal pool elevation.
f. The basin will have a Geosynthetic Clay Liner (GCL) for leak prevention along with a
granular protective cover over the liner system.
2. Secondary Settling
a. The secondary settling basin will be a single cell and designed to allow positive flow through
the basin channel.
b. The basin will have a Geosynthetic Clay Liner (GCL) for leak prevention along with a granular
protective cover over the liner system.
c. The following general pond geometry criteria will be use:
1) Minimum depth: 5 feet
2) Free board
❑ Wave action: 1.5 feet
❑ Rainfall: 1.0 feet
❑ Surge volume: 1.5 feet
Water Redirection Description
The water flows that will be rerouted from the ash basin to the new retention basin are identified in the
following list.
a. Coal Yard Sump
b. Yard Drainage Sump
c. Truck Wash Drains -to FGD SW Sump
d. Landfill leachate-to CY Sump
e. FGD Storm Water Sump
f. WWT effluent
