Box 67 Jefferson, NC 28640 NORTH CAROLINA Environmental Quality April 23, 2019 Subject: Pretreatment Review of Industrial User Pretreatment Permit Program: Town of Jefferson, NPDES Permit No. NCO021709 Ashe County Dear Mr. Church: The Pretreatment, Emergency Response and Collection Systems (PERCS) Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) modification submitted by the Town of Jefferson. The IUP was received by the Division on April 15, 2019. IUP # I SIU NAME 004 1 American Emergency Vehicles The review indicates that the IUP is adequate and the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii) are met. It has come to the PERCS Unit's attention that the receiving stream classification for Jefferson WWTP is C+, which is subject to a special management strategy to protect downstream waters designated as Outstanding Resource Waters. During the Headworks Analysis (HWA) review in August 2018, we overlooked the factor and did not apply % the Water Quality Standards in the Pass -Though loading calculations. The updated HWA was attached with changes highlighted in orange. No over allocation resulted from the updates. However, the Maximum Allowable Headworks Loading for cyanide and several metals decreased, including silver. Please note with American Emergency Vehicles opening another location and possibly receiving an IUP with limits similar to this one, the silver would be over allocated. My apologies for the mistake and any inconvenience this might bring to the Town of Jefferson. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW.
