WSACC is in receipt of the subject Notice of Violation for a sanitary sewer overflow into Three Mile Branch (at 338
Lawndale Avenue, Concord, NC) as a result of vandalism. Below is a summary, including steps taken as a result of the
overflow.
1) Wastewater spill occurred after vandals removed a bolted -down manhole cover, throwing large rocks, logs
and a fence post into the pipeline's invert, causing the line to back up and overflow into Three Mile Branch.
2) 2/28/2019 - Spill was discovered/reported around noon by a citizen walking in Les Myers Park. The citizen
approached City of Concord staff who happened to be in the park on their lunch break. Concord
immediately alerted WSACC and went to work removing the debris, WSACC arrived and finished
removing debris, stopping the spill at 2:00 p.m.. The manhole lid was bolted back in place and, as required,
the incident was reported to the police.
3) The last visual inspection of the spill site was on 8/23/2018. At the time of the spill WSACC was just
upstream of it, performing CCTV work (inspecting for deficiencies) in the Three Mile Branch interceptor
pipeline, and working in that direction.
4) WSACC believes that the spill was out of its control as the overflow was caused by an act of vandalism. It
should be noted that the location of this particular manhole is in a public park that people frequent on a
daily basis.
WSACC will continue to monitor this area along with others throughout its system, remain proactive in protecting its
