Please see the attached alternatives analysis letter, alternative site plans and
mitigation information I sent to the North Carolina Division of Water Quality on December
12, 1996 concerning Action ID: 199603985 for Seven Lakes Country Club in West End,
Moore County, North Carolina We received the 401 Water Quality Certification on
January 6, 1997.
As we discussed on January 15, 1997, I informed you I would send you a copy of
the aforementioned information. We reduced wetland impacts from 1.54 to .92 AC. Also,
onsite preservation mitigation is offered at 2:1. You also confirmed Seven Lakes County
Club is deemed commenced under Nationwide permit No. 26 which was obtained on
October 21, 1996 for 1.54 acres. I asked you to document this in a letter, however, this
letter documents you have agreed we have commenced, and can continue to work under the
NWP 26 permit until January 21, 1998. I informed John Dorney, NCDWQ, on January 15,
1997 that you agreed we have commenced. The state automatically adopts this ruling you
have made.
Thank you for your assistance in obtaining this permit. As soon as the formal
mitigation documents are complete, I will forward them to you. Please call me if you have
