Replace existing Bridge 64 (320064) which is sUucturally deficient for current NCDOT standards.

Replace existing Bridge 64 (320064) which is structurally deficient for current NCDOT standards with a new bridge meeting these standards in the ebsting right-of-way with offsite
detours. Heavy road and bridge equipment will be used. This site includes twn box culverts in the approaches to the ewsting bridge. The e�sting 1@8'x6' RCBC box culvert located on
the southern approach is being replaced with a 1@12'X5' RCBC at the existing location. The existing 2@10'xG' RCBC box culvert located on the northern approach is being removed
(no replacement for this box culvert / old box culvert is being filled in & abandoned).

Replace in place with offsite detours.

All construction equipment will be staged and operated from upland areas. NCDOT will also install silt fencing to protect the streams and wetlands
adjacent to the project. Safety fencing will be used to delineate jurisdictional and environmentally sensitive areas from encroachment.

Red-cockaded woodpecker is listed as Historic for Edgecombe Co. Foraging or nesting habitat was not found adjacent to the project area. NCNHP
database records no element occurrence within a mile of the project area (No Affect) / Tar River Spinymussel is included in the IPaC TE list dated
April 23, 2019. However review of the 12 digit HUC GIS element occurrence layer shows this species is not included for the project identified 12 digit
HUC. Also, Three Oaks Engineering conducted Aquatic Species Surveys from February 26 - March 2, 2018, for this project site. This survey
determined that the site does not have suitable habitat for the Tar River Spinymussel with a recorded element occurrence for this species 19.9 miles
downstream at the Tar River. Their survey made a"No Affect" call for the species. Therefore, this project meets the Section 7 Mussel Programmatic
protocols for bridge replacement of a Programmatic BO of No Affect for this species. NCNHP database records no element occurrence within a mile of
the project area. (No Affect) // Atlantic Pigtoe (also included in the referenced IPaC letter) is currently listed as proposed for Edgecombe County. This
species is also not included in the project 12 digit HUC. Three Oaks Engineering included this species in their referenced 2018 Aquatic Survey;
making the same No Affect BO determination as the BO determination for the Tar River Spinymussel. Therefore, this project meets the Section 7
Mussel Programmatic protocols for bridge replacement of a Programmatic BO of No Affect for this species if and when the Atlantic Pigtoe is listed and
included in this Section 7 Mussel Programmatic Process. NCNHP database records no element occurrence within a mile of the project area. (No Affect)
