DWR staff completed the inspection with Mr. Fred Thomen, ORC of the subject facility. Residuals in septic tank were noted high and pumping of the septic tank is recommended. Current ORC (Fred Thomen) is not listed in DWR’s system as the facility’s ORC. DWR staff provided ORC designation form and asked that a back-up ORC certified for wastewater drip irrigation be designated as well ASAP. NDMR/NDAR self-monitoring data from 01/2017 and 01/2018 was not received by DWR. It was provided during the inspection. DWR staff was to check with front office for an O&M plan and Spill plan but ran out of time during the inspection. Check next visit, and check for design specs for the stream crossing pipe-work. A direct discharge to surface waters was observed during the inspection. The discharge originated at the stream crossing coming from the rip-rap covering on the hill-slope. DWR staff noted an odor prior to observing the wastewater discharge. ORC immediately uncovered the suspected leak from rip-rap material. Discharge was determined to be from a split elbow pipe fitting. The system was running due to prior testing of the floats and alarm system as a part of the compliance inspection. It was unclear how long the problem had existed. There was some algal growth in the stream, but live fish were observed downstream. It is estimated that the system pumps over to the irrigation station (and thus through the stream crossing piping) 2 to 3 times a day, approximately 166 gallons/day total, with about 50-75% of the water going all the way to the storage tank for irrigation. The system was turned off immediately and locked out from being turned back on until repairs could be made. ORC made temporary repairs the night of the inspection, and completed the repairs the following day when proper materials could be purchased. ORC provided thorough information, photos, and updates as repairs were made to DWR staff. DWR staff suggested finding a way to test the rest of the system to prevent future discharges (i.e. pressure testing). DWR staff observed irrigation system, sand filter, and zone 3 dosing. No leaks were noted in irrigation field, and sand filter was well maintained.
