I just uploaded to the portal the revised files. I’ll place the hard copies in the mail today. As for the comments:
SW6190102 - FB-SOF Special Tactics Facility Phase 3 PN 76514
1. Please submit hardcopy plans that are at least 22” by 34” (15A NCAC 02H .1042). Only the following sheets are
required: CG101, CG110-115, CG508, LP101, and any landscaping plans that are revised as a result of comment

Revised full sized stamped hardcopy plans will be sent today. PDFs uploaded to the portal.
2. The Supplement EZ from for bioretention cells 4-11 indicate that sod is the preferred vegetation; however, the
landscape plan shows them being planted with trees. Bioretention MDC 5 requires the thickness of the media to
be at least 36 inches for all cells with trees and shrubs.
The trees and shrubs have been removed from cells 4-11. Unfortunately landscaping is one of the first items cut
on some of these projects due to budget concerns, and these cells were only going to be provided with sod. The
media thickness will remain at 30”.
3. The table on Sheet CG508 and the Supplement EZ form for bioretention cell 3 state that the ponding depth is
12”. However, the same table states that the height of the riser for that cell is only 9”.
The riser height has been corrected to 12” for cell 3 in the table. In addition the riser height in the detail has been
changed to reference the table (it did have only 9” shown for all cells).
4. Please provide a detail for bioretention cell 3 that shows the internal water storage.
The detail shown on CG508 has been revised to indicate where the IWS zone is located. This bioretention design
is one we have developed in conjunction with The Ohio State University Extension office and have used on other
projects already constructed at Fort Bragg over the past several years. They have been performing very
well. The IWS is located within the open aggregate installed below a perforated pipe (with perforations
down). This is a little different from the design as shown in the example C-2 bioretention basin with the upturned
elbow. We have found that the large open aggregate area provides for a better IWS rather than using any of the
media for storage, and allows us to store more volume. This is necessary for us to meet the Federal EISA 438
requirements. This also ensures a direct flow out in lieu of the upturn for any drainage necessary. In addition, an
extra “factor of safety” is provided in that additional water storage can be held in the media as the underdrain is
functioning. As the perforated pipes are laid with the perforations down, water will not drain out until the
aggregate is filled. Again, this design has been installed at Fort Bragg without issues.

SW6190201 - PN74813 Parachute Rigging Facility
1. Please submit plans of sheets that are at a minimum of 22 inches by 34 inches. Only the following sheets are
required: CG101, CG508, and LP101.
Revised full sized stamped hardcopy plans will be sent today. PDFs uploaded to the portal.
2. The scale shown on the grading plan appears to be incorrect and doesn’t match other dimensions on the plan.
Based on the roadway stationing it appears it should be 1”=80’ rather than 1”=40’.
The scale shown should be correct for a full size plan.
3. Assuming a 1”=80’ scale, the surface area of bioretention cell 1 is much smaller than what’s shown in the
calculations and Supplement EZ form (roughly 7350 sf vs. 9200 sf).
You are correct in that the surface area of the cell is only 7,360 sf. We had revised it down as we didn’t need all
the area, but did not update the forms or table. The table on CG508 as well as the supplement forms have been
revised.
4. Please provide a detail of the bioretention cells that show the internal water storage.
The internal water storage zone has been noted on the detail on CG508, located with the open
aggregate. Please see above for full explanation.

Hi Mike,
We recently updated the Supplement EZ forms, but they contain mostly the same information so what you submitted is
fine. The biggest change is that an option for low density was added to the form so that it will be more user friendly on
those types of projects.
I have a few comments on both projects which are below.

Please provide pdfs of all revisions and 2 hardcopies of revised plan sheets. Pdfs must be uploaded using the form at:
https://edocs.deq.nc.gov/Forms/SW_Project_Submittal.
The Stormwater Management regulations provide 30 days for this information to be resubmitted to the Division before
the project is returned as incomplete, but I understand if that’s difficult as you’ll be out of the office. We can work to
extend that deadline if need be.

I just wanted to check on the status of two permits we have applied for with your office. I am going to be out of town
next week, and wanted to make sure you have all the information you may need, or answer any of your questions.
One thing I have noticed is that the SuppEZ form has been updated for Bioretention areas from the EZ forms that I had
submitted. I was unaware of this during our review of the projects with Fort Bragg DPW Water Management Section,
and they also did not appear to have known that the form had changed as they reviewed and approved of all of the
information and design for the projects before submittal to your office. If you need me to transfer the information from
the old form to the new one for the below projects, please let me know.
