Dear Ms. Allen:
The Pretreatment Annual Report (PAR) covering January through December 2018 has been
reviewed. This PAR was received on February 26, 2019.
The review indicates that the more information is necessary to determine if the PAR is in good order and
satisfies the requirements of 15A NCAC 2H .0908(b) and the Comprehensive Guidance for North Carolina
Pretreatment_ Programs. Please respond by May 10, 2019 to the following comments.
• The PPS form indicated that 4 NOVs were issued in 2018. The Narrative mentioned NOVs for
Kayser Roth in January, February, April and July. It also indicated a NOV sent to International
Paper in January 2018. The IDSF form showed Lumberton Cellulose was in violation of their TSS
limit during the second half of 2018. It appears that there should be at least 5 NOVs sent in 2018.
If the NOV to Lumberton Cellulose was sent in 2018 it should also be counted. Please confirm the
correct number of NOVs for 2018.
The next PAR will be due March 1, 2020.
