Mike,
There were a couple of items that I noticed in the modified permit that I was looking to discuss.
First, I noticed that you removed all 15 outfalls in group SW013. We have only eliminated industrial
activities in the drainage areas of SWO13-01 through SW013-06, so we would only need these
outfalls removed from the permit. The remaining outfalls in group SWO13 (SW013-07 through
SW013-15) still have railroad tracks in their drainage areas.
Second, I noticed that SWO15 was reinserted into the permit. It was my understanding that since this
outfall contained water from a seep it would be permitted as a wastewater outfall under the
renewed wastewater permit. Is this still the case?

Mike,
Implementation told me that outfall SWO13-03 will remain, but the area that feeds it is no longer
industrial. For the other outfalls I mentioned below a portion of their inlets will be removed, and the
remaining pipe will have a concrete plug to prevent any water from entering the pipe. With this I
think we can move forward with the minor modification. Let me know if you need anything. Thanks.

The implementation team is in debate about how and if to remove SW013-03. I
hope to get clarification from them tomorrow on what their final plans are for that
outfall. The five others are slated for removal. Either way, I would consider the
area nonindustrial now that the railroad tracks are gone.

Mike,
We have six industrial stormwater outfalls that we are looking to remove due to some
ongoing work at Allen. At the very southern portion of the railroad tracks, there was
some sloughing along the bank after a recent rainfall event. It was decided to remove
the portion of railroad tracks in that area (the railcars that carry coal no longer go that
far south on the property) and regrade and stabilize the slope. Six industrial
stormwater outfalls (SW013-01 through SW013-06) are in this area and were
associated with drains along the railroad. Since the rail, ties, and coal fines have been
removed from this area, we would like to remove these six outfalls. Would this be
acceptable and in accordance with Allen's industrial stormwater permit?
