Per our discussion, I concur that the discharge is incidental and an authorized non-stormwater
discharge of non -contact cooling water in accordance with the Allen Steam Station industrial
stormwater permit NCS000546.

Mike,
During our semi-annual stormwater inspection at Allen Steam Station, Duke personnel noticed non-
stormwater flow from stormwater outfall SWO16. There were no ash hauling activities during this
time, and therefore no road wash activities. The recent cold temperatures allowed us to trace the
water back to the pump house of some of our high service water booster pumps. The water is used
for cooling the bearings of the pump and was disclosed in our 2014 NPDES wastewater permit
application:
"Approximately 10,000 gpd of bearing cooling water for the ash line booster pump is routed
back to the discharge canal via a stormwater outfall in the vicinity of outfall 003. The water is once
through, non -contact cooling water withdrawn from the service water system".
We believe this water to be an incidental and authorized non-stormwater discharge of non -contact
cooling water and seek your concurrence that it is in accordance with the Allen Steam Station
industrial stormwater permit NCS000546. Please let me know if you have any questions or need
further information.
