• Each permit calls out the other in the "Combined Limitations For Nutrients-
Outfall COI" and several other places. This is the first time I have ever seen one
permit call out another permit. Seems a little strange to do that but I'm sure there
is a reason. Just an observation.
o DWR Response: The permits are supposed to call each other out as there
are connections between the two regarding the nutrient limits.

• Section A. (1) Effluent Limits Page
o Total Monthly Flow - The sample location for Total Monthly Flow is
reflected as Effluent while the sample location for Flow is Influent or
Effluent. Since Total Monthly Flow is a summation of the flow for the
month, shouldn't the Total Monthly Flow sample location be the same as
the Flow?
■ DWR Response: After speaking with other staff, the permit should
remain as is.
o Total Residual Chlorine - Section A. (6) requires the permittee to monitor
TRC daily when chlorine is used as a temporary means of disinfection.
Given this, the effluent limits page should reflect this requirement instead
of 2/Week.
■ DWR Response: The effluent table has been updated to reflect the
daily monitoring requirement given in A(6).
o TKN Parameter Code - The parameter code for TKN should be corrected
to reflect 00625. BIMS does not have a parameter as CO625.
■ DWR Response: The parameter codes have been updated.
o Nitrite -Nitrate Parameter Code - The parameter code for NO2-N + NO3-N
should be corrected to reflect 00630. BIMS does not have a parameter as
CO630.
■ DWR Response: The parameter codes have been updated.
o Total Nitrogen (TN) - Since TN is a calculated value determined from the
analyses of TKN and Nitrite + Nitrate, the sample type should be reflected
as Calculated instead of Composite.
■ DWR Response: TN has been corrected to state "Calculated" to
follow other Neuse basin permits.
o TP Load - The parameter codes for the monthly and annual analyses
should be QM665 and QY665 respectively, instead of QM600 and
QY600.
■ DWR Response: The parameter codes have been updated.
• Section A. (3) Calculation & Reporting Nutrient Loads Subparagraph c
(Reporting Combined Nutrient Discharge Loads) - In order for the permittee to be
able to electronically report both the facility's annual nutrient loads and the
combined annual discharge nutrient loads, two parameter codes for the annual
discharge loads will be required ... one for the facility's annual load, which we
currently have as QY..., and one for the combined load. You will need to speak
with Charles so a request can be made to the BIMS group. Without the 2nd
parameter code, the combined annual load data cannot be added to eDMR or
BIMS.
o Updated comments via email 1/7/19: A 2nd parameter code is not needed if
a separate outfall will be used for the combined nutrient limits.
o DWR Response: Per previous discussion, a separate outfall is being
created for both permits so a 2nd parameter code is not needed.
• Discharge Map - The stream class description should be corrected to reflect WS-
IV; NSW instead of WS-IV; NW.
o DWR response: The map has been updated.

In accordance with the Falls Water Supply Nutrient Strategy: Wastewater Discharge Requirements (15A
NCAC 02B.0279(7)), Aqua of North Carolina, Inc. (AQUA) is submitting permit modification requests
for mass load combined (bubble) permit limits for Hawthorne WWTP (NPDES NC0049662) and
Wildwood Green WWTP (NPDES NC0063614). Specific requests, with justification, are listed below:
1. AQUA requests that the annual load nutrient allocation between the two facilities be combined
into a single annual nutrient load allocation. Effective January 1, 2019, Wildwood Green is
permitted based on 0.1 MGD of flow and a 5.5 mg/l TN annual average concentration limit.
Hawthorne is currently permitted based on 0.25 MGD of flow and a 5.5 mg/l TN average annual
concentration limit. It is requested that these be combined into a single TN mass loading limit of
5860 pounds per year - (5.5 mg per 1 * 8.34 # per gal * (0.25 MGD +0.1 MGD)*365 days per
year). Similarly, it is requested that a single TP mass loading limit of 533 pounds per year be set
for the combined limit.
2. With respect to the monthly limits based on an 8.0 mg/l TN concentration and to minimize the
risk of a localized nutrient impact, it is requested that the Wildwood Green TN monthly limit be
set at 203 pounds per month - (8 mg/l *8.34 #per gal * 0.1MGD * 365 days per year / 12 months
per year). Similarly, the Hawthorne TN monthly limit would be set at 507 pounds per month. It
is also requested that the respective monthly TP mass limit for Wildwood Green be set at 25.4
pounds per month, and for Hawthorne set at 63.3 pounds per month.
15A NCAC 02B .0279 (7)(c)(ii) specifically provides that the Director shall set mass limits upon
discharge request. With respect to combining or "bubbling" permit limits, this has been done for
municipal NPDES facilities and would seem especially appropriate for small facilities located
approximately 15,000 feet apart.

North Carolina General Statute 143-215.6 (b)(2) states: Any person who knowingly makes any false statement representation, or certification in any
application, record, report, plan, or other document files or required to be maintained under Article 21 or regulations of the Environmental Management
Commission implementing that Article, or who falsifies, tampers with, or knowingly renders inaccurate any recording or monitoring device or method
required to be operated or maintained under Article 21 or regulations of the Environmental Management Commission implementing that Article, shall be
guilty of a misdemeanor punishable by a fine not to exceed $25,000, or by imprisonment not to exceed six months, or by both. (18 U.S.C. Section 1001
provides a punishment by a fine of not more than $25,000 or imprisonment not more than 5 years, or both, for a similar offense.)
