A. DESCRIPTION OF PROJECT
Location of Project
The Town of Tarboro is located geographically within Edgecombe County. The Town is 72 miles
from Raleigh, the State capital, 25 miles from Greenville, a primary eastern NC hub, and two hours
from the Outer Banks. Major transportation corridors include Highway US 64 and Interstate 95
allow for strategic accessibility to and from the East Coast's major markets.
Sewer main installations will take place within the Edgecombe County property and Town of
Tarboro right-of-way (below):
• E. Pitt Street
Topography within the project area is generally flat with slopes between 0-5 percent. Manmade
drainage features such as curbs and gutters and catch basins collect and remove stormwater runoff.
The proposed area of work will be in the southeast lawn of the Edgecombe County Courthouse. The
site is generally clear and open with trees, shrubbery, and a 5-foot brick retaining wall adjacent to
the area of work.

Project Background
r The Edgecombe County Courthouse regularly experiences flooding of its ground floor during
periods of excessive rainfall, such as during Hurricane Matthew. This flooding is primarily the
result to water and/or sewage backup from the existing 8-inch service lateral Iocated to the southeast
of the building. During Hurricane Matthew in October 20I6, the flooding resulted in the damage of
heating, ventilation, and air conditioning (HVAC) and electrical equipment located in ground floor
mechanical room.
In addition to the cost repairing or replacing water damaged HVAC and electrical equipment,
sewage backup into the ground floor inmate detention facilities could pose a serious health hazards
to the occupants. Therefore, the proposed sanitary sewer project will involve the construction a new
pump station to intercept flow to the existing 8-inch sewer lateral, in order to prevent surcharging of
the basement of the courthouse. No new flow will be added to the sewer system or wastewater
treatment plant.
B. TYPE of DEVELOPMENT
Gravity Sewer
The proposed sanitary sewer project will consist of extending 15 LF of 8-inch gravity sewer main with i
manhole into the pump station to reduce sewerage backup into the mechanical room and detention area of
the courthouse. There is zero increase in sewer flow as the pump station will serve to prevent sewer
backflow into the courthouse. All flow is anticipated to be institutional in nature.
Pump Station & Force Mains
A new wastewater pump station will be constructed between the courthouse and E. Pitt Street. The pump
station will have an operational capacity of 50 GPM (72,000 GPD) at 20-ft TDH, a firm capacity of 0.094
MGD and a designed average daily flow of 0.038 MGD. The pump station will receive wastewater
discharge from the building's existing gravity -flow sewer system prior to discharging to the Town's
collection system. Given the average daily wastewater input from the courthouse is less than 15% of the
station's firm capacity (0.014 MGD), the station has sufficient capacity to meet the needs of the courthouse.
In addition to the new pump station, approximately 30 LF of 2-inch force main will be extended out and
connected to existing gravity sewer on E. Pitt Street.
Treatment
Wastewater collected from the existing courthouse service line will be conveyed through an existing
gravity collection network to the Tarboro Wastewater Treatment Plant (WWTP). The current project will
not include any improvements or direct impacts to the Town's treatment facility.
