Dear Mr. and Mrs. Hunt:
The Division has reviewed your application for the subject permit. To enable our complete review, in accordance
with N.C.G.S. 143-215.1 and 15A NCAC 2H.0105, please provide additional or revised information to address
the following:
1. Complete an Engineering Alternatives Analysis (EAA): The Division requires applicants to fully
document and exhaust all alternatives to surface -water discharge [G.S. § 143-215. 1 (b)(a) and (15A
NCAC 211.0105 (c)(2)]. Please evaluate the feasibility of the following alternatives: connection to a
municipal or regional sewer collection system, subsurface disposal (including nitrification field,
infiltration gallery, etc.), single-family residence wastewater irrigation (drip and spray irrigation),
reclaimed water systems, or any combination of the alternatives listed.
The EAA should include boring logs and/or other information indicating that a subsurface system is
neither feasible nor practical, to include written confirmation indicating that connection to a publically-
owned treatment works POTW is not an option. For non -discharge alternatives, please demonstrate
whether or not the physical size of the site is prohibitive, and whether or not the resulting loading rate is
prohibitive based on site -specific soil conditions. For your reference the "Engineering Alternatives
Analysis (EAA) Guidance Document "is enclosed. Please complete and return Attachment A. Local
Governments Review Form (page 8). The EAA should also include a present -value costs analysis as
outlined in the EAA guidance. Each alternative should be thoroughly evaluated, and each conclusion
should be substantiated by appropriate documents and itemized budgets demonstrating that alternatives
are cost prohibitive. Alternatives shall be prioritized in a table as "Summary of Discharge Alternatives,"
sorted by cost.

2. Clarify the exact location of the proposed discharge point: Provide a map with an exact point marking
the location of the proposed discharge, and the point at which the discharge would connect to waters of
the state.
3. Characterize Flow to Waters of the State: Please describe flow from the discharge point to the fast
waters of the state. The potential flow path should include topographic features, ditches and/or
conveyances that lead to waters of the state. Please have DWR's local regional office verify this
information.
4. Provide a Letter from the County Health Department: New or proposed facilities must include a
letter from the local or county health department evaluating the proposed site for all types of ground
absorption and innovative non -discharge systems. Document the repair potential of the failed system.
5. Demonstrate Appropriate Easements: Please provide documentation to demonstrate that appropriate
right-of-way or easements rights exist. Such right-of-way or easements should allow discharged
wastewater to flow across property under separate ownership from the point of discharge to waters of the
state. Easement agreements shall be attached to property deeds.
6. Provide Flow Estimate: Since the proposed system is a new discharge to waters of the state, please
provide a 7QIO/30Q2 flow estimate at the nearest natural stream to which the discharge is going to from
the following contact with the US Geological Survey:
