Reviewed all required paperwork, all paperwork was located in the on -site office and in a single 3 ring binder. Paperwork was well organized and all in place. Inspector was informed that the outfall near the office was removed following new grading, drainage area to this outfall was minimal and will now flow to existing outfall. Outfall on -site is clean but does need a clear path to be cut to the outfall. Mr. Adkins informed the inspector that it would be out once the ground dried up and they could get a mower to the outfall. Inspector also told Mr. Adkins to install a sign marking the outfall and the oufall name. Overall site conditions in excellent shape, >75% of wood products are covered and no violations were observed while on site. Box 13 Coleridge, NC 27316-0013 Subject: NPDES Stormwater Permit Inspection Structural Wood Preserving Permit No. NCS000452 Randolph County Dear Mr. Pugh: Natural Resources Dee Freeman Secretary On February 3, 2009, Mike Mickey of this office met with you to perform a NPDES Stormwater Permit Inspection at Structural Wood Preserving located on H�;ry 22. The inspection found the facility to be in complete compliance with the stormwater permit. This inspection evaluated the five (5) areas designated on the attached inspection form. Observations from each area are addressed below: 1 Permit Structural Wood Preserving holds NPDES. Stormwater Permit No. NCS000452 for the discharge of stormwater from the facility. The permit expired on August 31, 2008. A renewal application was received in our Raleigh office on February 16, 2007. This inspection was conducted in response to the your renewal, request. Comments from this office have been sent to our Central Office recommending that the permit renewed. Hopefully, they can accomplish that in the near future. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was reviewed during the inspection. The plan was found to be thorough, complete and up to date. 3. Facility Site Review A tour of the property found the site to be clean and well managed. Observations did not reveal any concerns. Secondary containment was provided for all fuel tanks as well as the preservative tanks. 4. Effluent/ReceivingWaters Stormwater from the site is monitored at two outfalls. The stormwater eventually reaches an unnamed tributary to Deep River, Class "C" Waters in the Cape Fear River Basin. Monitoring Program Part II, Section $ of the permit requires that qualitative (visual) monitoring be performed and documented semi-annually. The file review also showed that this monitoring was performed as required. The facility uses their own form titled "Semiannual Facility Site Compliance Inspection Form". Please note that the qualitative records do not need to be submitted to the Division, however, they must be kept on file at the facility for a period of five years. The analytical monitoring specified in Part II, Section C of the permit is not required since Structural Wood Preserving uses less than 55 gallons of new motor oil per month when averaged over the calendar year. Records indicated that motor oil usage was generally <5 gallons per month. Your efforts to comply with the stormwater permit are appreciated. A site map was included that properly located the two stormwater outfalls. Secondary containment structures were provided as required for the two large diesel tanks (currently empty since propone is used for dry kilns, release valve locked, records maintained of stormwater releases), the chemical storage tanks (no release possible, stormwater used as make-up water) and the three small fuel tanks (double walled) used for the forklifts. Their SPPP was excellent and all qualitative monitoring had been performed. Since new motor oil usage averages <5 gallons per month, analytical monitoring for on -site vehicle maintenance is not required. No concerns or problems were noted. WSRO recommends reissuance.
