On May 11, 2016 Glen White of the North Carolina Department of Environmental Quality;
Department of Minerals and Land Resources met with you, Terry Hurst (Assistant Plant
Manager) and Eric Banks (HSEQ Coordinator) at the Rhein Chemie facility, a Lanxess Business
Unit, located at 520 Broome Road in Greensboro, to conduct a compliance inspection as one of
the requirements of your Individual Industrial Stormwater Permit renewal process. Inspection
consist of review of the Stormwater Pollution Prevention Plan, training and monitoring records
and observation of the general condition of the site and outfalls. Your assistance with the
inspection was greatly appreciated.
Permit:
This facility holds Individual Stormwater Permit NCS000107 to discharge stormwater from
industrial activity associated with the production of plasticizers and flame retardants under the
National Pollutant Discharge Elimination System (NPDES). The permit became effective July 1,
2008 and expired on June 30, 2013. The facility applied for renewal prior to expiration as
required and has been operating under the existing guidelines while waiting for new permit
coverage. A copy of the permit is required to be maintained with the Stormwater Pollution
Prevention Plan (SPPP) documents. It was available for review.
Records/Reports:
This facility was required to develop and maintain a Stormwater Pollution Prevention Plan
(SPPP) in accordance with Part 11, Section A of the permit. The SPPP along with monitoring
and training records need to be updated annually. The SPPP is maintained in a computer system
that is accessible at the facility and by those at the Pennsylvania office and the main office in
Cologne, Germany. Documents are updated annually and are complete including individual
perdink signatures for each person participating in safety and stormwater training.

Facility Site Review:
This facility produces plasticizers and flame retardants as well as other chemical agents. The
plant is under 24-hour surveillance with security and facility staff monitoring around the clock.
There are three (3) alarms. One is for fire, one is for chemical spills and the other sounds if a
disk ruptures.
One area of the site has monitoring wells. A measure incorporated as part of groundwater/soils
clean-up following a wastewater collection tanks collapse prior to Lanxess acquisition from
Unitex.
A Pilot Plant has been removed, parking lot additions have taken place and a new tank farm has
been installed since the latest siteplan was done. Please update the siteplan to include these
changes during the next annual update.
The facility has several tank farms. Some contain raw materials while others contain finished
chemical products. All tanks are contained in tank farms with secondary containment. All
process industrial water is pumped to City of Greensboro Wastewater Treatment Plant for
treatment. Everything is done to avoid the possibility of wastewater entering the stormwater
system.
Effluent Receiving Waters:
Stormwater from this facility empties into an unnamed tributary of South Buffalo Creek, Class
WSJ )&,, NSW of the Cape Fear River Basin.
Self Morutorin Program:
The plant has two (2) outfalls. Both storm drain lines have a valve that can be closed in the
event of a spill to allow clean-up to take place without contamination of stormwater. If a spill
requiring assistance were to occur, the Plant Manager or HSEQ Coordinator would contact Clean
Harbor to perform clean-up and would contact the City of Greensboro Stormwater and NCDEQ
for notification as required.
Both qualitative and analytical monitoring,are required to be conducted twice annually at each
outfall. Monitoring has been performed as required. Samples are se t to Pace Analytical. All yL
monitoring is up to date and within required parameters.
This inspection was conducted as part of the renewal process for Individual Stormwater Permit
coverage at this facility. The remaining time expected to complete the permitting process will be
approximately 45 days which includes a 30 day Public Notice period and your opportunity to
review the draft permit before the final is issued.
