The site drains to the Cape Fear River, which is currently classified as Class C, Sw Waters in the Cape Fear River Basin. The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly implemented. The letter discusses recent sampling results and IP's response to the results. The site is delineated into drainage basins A-S, which have representative outfall status with 4 outfalls in basins B, F, I, and T. IP requests Basin B and F be relieved of Tier two requirements. Due to response (repairs and housekeeping), this office relieves IP of Tier Two requirements. Basin B is in Tier 2 for TSS. The latest sample result is under the benchmark value. Repairs have been made to the damaged pipe. IP may discontinue Tier 2 sampling. Basin E is in Tier 2 for COD. Recent samples have been under the BMV. The inspection revealed a well maintained area. The woodchips will always require constant maintenance. In 2016, discussion between this office (Sams and Randall) and 1P included a lift station to the wastewater system (IP) or a regenerative stormwater conveyance or RSC (Randall). IP stated, during the current inspection, space was a limiting factor in not pursuing the RSC. The outfall is tested on the top of a hill, after which it enters a ditch lined with corregated plastic pipe, which may help in oxygenating the discharge. Regardless of any possible BMPs, the sampling results will always be tied directly to housekeeping. IP may discontinue Tier Two sampling. Basin 1 is in Tier One but has received an exceedance in the last sampling event for TSS and COD. IP requests that prior sampling be considered as a completed and closed event in relation to the pipe failure and subsequent repair. IP stated that the pipe will be investigated for additional failures. This office agrees with this plan of action and assertion_ Basin T exceeded the COD BMV but remains in Tier One Housekeeping is essentia€. IP is planning to use an area previously used for truck parking as a container storage area. IP is asking if this area should be considered as par of thier SWPPP and if the outfalls should be considered. This office does not think that the outfalls should be considered as no industrial process or product is stored (outside of cover) in this location. IP should include the area in the SWPPP as to inspeci for spills and to prevent any process that may be a pollutant source. Wallace Coverdale discussed IP's wishes to designate more outfalls for representative outfall status. There should be a correction made to the existing permit concerning representative outfall status, however since the permit will be renewed soon, the corrections can be made at that time. My understanding of the corrections are; IP is monitoring B as representative outfall for O and N; I is being monitored as representative outfall for K, M, L, P, R, and S will be added to this list upon permit renewal. Changes upon permit renewal will also include, I representing R, R1 and S, since all have like activities in them. The difference is that I is rnostly paved (impervious). You should continue to monitor outfalls in accordance with your permit. The site visit was conducted to determine compliance with your NPDES Wastewater Permit. Questions concerning the source of pipes with outfalls to the area where the cooling tower, RO reject and fire tower water discharged were raised. It is my understanding, after speaking with Phil Busovne, those pipes were not connected to any processes and were therefore femoved- The continuous discharge was determined to be from the leaking valve from the fire tower tank and it has since been repaired. Sullins Director Division of Water Quality June 25, 2008 Ms. Wallace Coverdale International Paper 865 John L Riegel Road Riegelwood, NC 28456 Subject: NPDES Compliance Inspection Report International Paper NPDES Permit NCS000101 Columbus County Dear Ms. Coverdale: The North Carolina Division of Water Quality conducted an inspection of the International Paper facility on May 12, 2008_ While on site we discussed the addition of a new wood storage area to be included in the Stormwater Pollution Prevention Plan for NPDES Permit No. NCS000101. The stormwater runoff from this additional area should be included in the SWP3. As discussed during our meeting, the detention pond servicing this area should be maintained to provide adequate treatment of stormwater runoff prior to discharge into the adjacent area (unsure of wetland status). Inclusion under representative outfall status will be based upon on the analytical monitoring results from the outfall from this area. Please forward to this office any analytical results pertaining to this new outfall. The facility appeared to be clean, well maintained and properly operated. The stormwater outfalls from the site appeared to be in good condition with no evidence of sediment from the site or presence of any pollutants of concern.
